The law is just being selectively enforced based on department guidance.
This is a huge difference to people who understand how the law works.
Is it a win? Yes.
Is this anywhere near ideal? Miles away.
Don't forget to mention that you still have to receive written authorization to cross state lines with SBSs and SBRs.
Pretty sure the engraving requirements still stand as well since I don't specifically remember that being in the letter.

They have simply opted not to enforce parts of it.

They are keeping the NFA on the books.
They are simply selecting a few things not to enforce.
If you read the whole thing, you will see that SBRs and SBS still require legal hoops.

This is just a massive hindrance to legal owners who want to go to a range or travel with a gun for protection in another state.
If you are trying to help law abiding owners and businesses, end thr requirement for written authorization to cross state lines with SBRs and SBSs.
It is an unnecessary and pointless burden.
Criminals won't ask permission, and otherwise lawful owners (and future owners after todays clarification) are oblivious to this requirement.
