Policies are NOT โhanded downโ by the Commission, they are voted for and/or vetoed by individual governments. The EU is way more democratic than UK.

The last mega poll had indie support at 56% v 44% for the union. What happens in an election is that the party that wins implement their agenda and the losers donโt.
