While the Transport Department’s long neglect of non-motorised transport considerations has been addressed in the new MV rules, this is not a substitute for a standalone, focused Karnataka Active Mobility Bill.

The BJP government had introduced the Karnataka Active Mobility Bill, 2022, with the aim of creating walkable and accessible streets.

The Karnataka Active Mobility Bill is holistic and comprehensive, and it ensures guaranteed funding in municipal budgets for walking and cycling infrastructure.

Investment in Active Mobility and Transit Oriented Development would help fill the last-mile connectivity gap prevalent across the city.

I urge the CM and DCM to:
1. Empower BMLTA in Bengaluru to ensure proper urban transport planning.

2. ⁠Table the Active Mobility Bill which is aimed at holistically addressing the congestion problem and challenges of the last mile commute.

Additionally, there is an immediate need for the state government to adopt a vision of sustainable and citizen-centric development and avoid unscientific whimsical infra projects.

The new Motor Vehicle Rules (Amendment) 2026 are here:

📍 Footpaths & cycle tracks are now mandatory at the design stage.
📍 Pedestrian crossings every 150m in busy areas.
📍 School zones capped at 25kmph.
📍 Footpaths must be obstruction-free and disabled-friendly.
