Roughly half of the hero talents fall under that second category, where they're either up unfixable or debase a bunch of core spec mechanics in order to take the spotlight.
@L1la1th There is a hidden pipeline element on this. The tank changes were likely either frozen or actively under consideration significantly before they were put on beta (this was visible with some of the dks one that got copied off internal testing builds and reverted)

Like, AI text is cringe, but if you're passing off literal plagiarism to the point that you don't even double-check what you copy, what are you even doing. The Frost DK or DH examples are the most blatant ones for this.
