What is the desired behavior when a duplicate is in the CSV?

@LibertyJen @bradleycgibbs nope. Don't use Gsuite.

Look for Dupe detection or handling duplicates.

Current behavior is to use the CSV value which clobbers the DB record.
I will retweet to see if anyone else knows.
