Qui est Réginald Surin ?

Dans l’édition du jour du Nouvelliste, un article barre la Une : « La dette de sang : De la complicité à la rédemption des élites et de l’État ». Le sujet résume la situation actuelle d’Haïti, la compare à celle qui prévalait en Colombie au début des années 2000 et propose des pistes de solution. L’article mérite une lecture attentive. Pas nécessairement pour acquiescer aux propositions de l’auteur, mais au moins pour alimenter la réflexion.

Depuis quelques mois, Le Nouvelliste publie des textes similaires. Ils sont assez longs, de bonne facture, abordent des sujets originaux ou proposent des angles différents de ce que l’on peut lire dans la presse haïtienne. L’auteur est Réginald Surin, un économiste haïtien. Il occupe actuellement le poste de Directeur des Études et du Développement Commercial au sein de l’une des trois plus grandes banques commerciales d’Haïti et prend sur son temps libre pour labourer le champ des idées.

Son parcours professionnel débute en 2013 au Programme des Nations Unies pour le Développement (PNUD). Il y passe quelque temps avant de rejoindre le Ministère de l’Économie et des Finances comme économiste à la Direction des Études Économiques et de la Prévision (2014–2018), puis la Banque Interaméricaine de Développement (BID, 2016–2018) comme Consultant en macroéconomie.

De 2018 à 2022, il sert à la Primature de la République d’Haïti, d’abord comme Conseiller Économique au Secrétariat Général, puis comme Coordonnateur de la cellule économique au Cabinet du Premier Ministre (2020–2021). Il intègre ensuite le Groupe ProFin (2022–2024), où il évolue jusqu’au poste de responsable par intérim de l’Unité de Gestion et d’Analyse.

Surin exerce également depuis 2019 en tant que Consultant senior auprès de Haïti Efficace. Il est auteur et coauteur de plusieurs études pour des organisations internationales comme nationales.

Ancien du Petit Séminaire Collège Saint-Martial, pur produit du Centre de Techniques de Planification et d’Économie Appliquée (CTPEA) et titulaire d’un Master 2 en Monnaie, Banque et Assurance de l’Institut Universitaire des Sciences (IUS), il s’intéresse particulièrement à l’économie institutionnelle, la théorie des jeux et l’économétrie spatiale appliquées aux crises structurelles haïtiennes.

Contributeur régulier au quotidien Le Nouvelliste, ses travaux portent notamment sur la dynamique de la violence armée, la gouvernance, la politique fiscale, l’exclusion financière et la microstructure du marché des changes haïtien.

Les articles de Surin s’appuient sur les théories et les études des chercheurs qui l’ont devancé. Il croise réalités haïtiennes et expériences internationales comme pour nous rappeler qu’Haïti n’invente pas la roue même quand les pires catastrophes ensemencent son actualité.

Il faut lire les textes de Surin pour les démonter, les adapter, les compléter, les mettre en œuvre, si possible, le moment venu.

Dominique Dupuy is an accomplished Haitian diplomat and international strategist with distinguished experience in multilateral diplomacy, bilateral relations, and cultural heritage policy. She has served as Haiti’s Minister of Foreign Affairs and Worship and Minister for Haitians Living Abroad, as well as Ambassador, Permanent Delegate of Haiti to UNESCO and Representative to the African Union.

Throughout her career, Ms. Dupuy has led high-level diplomatic engagements with Heads of State and Government across the Caribbean, the Americas, Africa, and Europe, bringing unprecedented global attention to Haiti’s development, security, and cultural priorities. At UNESCO, she made history as the first Haitian elected Vice-President of the Executive Board, leading landmark efforts to recognize Haitian cultural heritage on the world stage. She has consistently stood in defense of Human rights, particularly the linguistic rights of Creole speakers and for the dignity of Haitian migrants and refugees.

Fluent in French, English, Spanish, and Haitian Creole, she is widely recognized for her eloquence, geopolitical insight, and bridge-building leadership across the Global South. She is currently engaged in international advisory work.

Haitians at Harvard™️ was founded by students seeking an ethnically Haitian space for discussions related to our home country. The group, now also including alumni, launched its inaugural conference in 2023. In 2024 and 2025 the space was recreated to discuss « Leveraging Higher Education to Impact Haiti, » followed by “Leveraging Collaboration to Impact Haiti.” These editions have attracted members from the Haitian Diaspora in the U.S., Harvard students, and leaders committed to Haiti’s future and provided a strong foundation to create meaningful impact in Haiti.

Marc Claude is a global leader with a multidisciplinary background. He is passionate about scaling youth mentorship globally and has mentored young leaders at the Harvard Youth Lead the Change conferences in Kuwait, India, and Japan. He founded Maximax, a coaching firm that has helped over 70 mentees secure $1.7 million in scholarships at world-class universities over the past decade. 80% of his mentees are first-generation college students.

His 15-year career spans finance, research, public policy, and international development across Europe, North America, Asia, and the Caribbean. He has held strategic roles at the Central Bank of Haiti (BRH), USAID, Plan International, and the Government of Canada, where he currently leads a multidisciplinary team developing data products to support evidence-based policy.

Marc holds a master’s degree in Education Policy and Analysis from Harvard with a concentration in Global, International, and Comparative Education, an MSc in Political Science and Political Economy from the London School of Economics (LSE), an M.A. in Public Finance from Université Laval, and a BSc in Business Administration & Accounting from Missouri Southern State University.

His leadership has been recognized through many awards, including Class Marshal for the 2024 Class at Harvard Graduate School of Education, the Carter G. Woodson Award for Excellence in Education, the Best Leader Award at the Japan Youth Summit in Osaka, the Chevening scholarship, the OAS scholarship, and the Harvard Canada Scholarship.

Since 2024, Marc has been a co-chair of the Haitians at Harvard Conference.
