8/ The TL;DR, which I now realise I should have put at the top - the HC decision will run its course, but we don't have to wait. Mobile units can and do work, and leadership from @DonnellyStephen and his colleagues in government can get them implemented in the interim. Let's go.
Very sad to see that result in the judicial review proceedings concerning the safer consumption space has gone against @MerchantsQuayIR and @anbordpleanala . However - its important to be clear about what this actually means and what can be done. My hot take as follows.
7/ Even if I'm wrong on #6, it would be a very simple matter to amend the legislation to permit licensing of mobile units. The act passed quickly and with near unanimous support in 2017. This is not legally or politically complex, just something that has run into red tape.
