The key word is "EFFECTIVE," which includes traditional VAT, sales taxes like NHIL/GETFUND, and the COVID levy. The COVID levy and a portion of the traditional VAT will likely be removed. I expect the new combined rate to stay above 20%.
Government intends to;
- Abolish the COVID-19 Levy;
- Reduce the effective VAT rate;
- Remove and reduce the cascading effect of the GETFund and NHIS levies;
- Remove the VAT flat rates and implement a unified VAT rate;
- Increase the VAT registration threshold to exempt SMEs

I would love to read his PhD thesis. Intellectual dishonesty often stems from a character flaw and is perfected through various endeavors, including academic ones.
This is the height of dishonesty any academic, properly so called, can demonstrate on national TV.
Dr. Zaato is a member of the Africa Policy Lens—the very group whose data he is referring to. Yet, he dishonestly failed to identify himself as a member when asked who owns Africa Policy Lens.
These are the kinds of people who appear on TV to mislead unsuspecting citizens.
