Incident Report – Alleged Human Rights Violations Against Civilians in Khost Province
Issued by the International Human Rights Foundation (IHRF)
In the early morning of 10 June 2026, at approximately 04:45 AM local time, Pakistani military forces reportedly carried out artillery shelling targeting the Sadiq Gharab locality of Alisher District, Khost Province, Afghanistan.
According to credible local sources, the attack struck a civilian residential area, resulting in the deaths of three children and injuries to at least six other civilians. The use of heavy artillery in or near populated civilian areas raises grave concerns about deliberate or indiscriminate targeting of non-combatants, which may constitute serious violations of international humanitarian law (IHL) and fundamental human rights principles.
Border community reports indicate that this incident is part of a recurring pattern of cross-border shelling affecting civilian populations across several Afghan provinces, including Paktia, Paktika, Khost, Nangarhar, and Kunar. These repeated attacks have reportedly led to civilian casualties, destruction of homes and property, and forced displacement—compelling many residents to abandon their homes in search of safety.
Under international humanitarian law, all parties to a conflict are obligated to distinguish between civilian populations and military objectives and to ensure that attacks do not disproportionately harm civilians. Indiscriminate attacks on populated areas and the targeting of civilian infrastructure may amount to war crimes and serious breaches of human rights obligations.
The IHRF urgently calls upon relevant international and regional human rights mechanisms, including the UN Human Rights Council and the International Criminal Court, to investigate these incidents, document evidence of civilian harm, and ensure accountability for those responsible. Immediate protective measures must also be implemented to safeguard civilians in border communities who continue to face the threat of cross-border attacks.

A very timely analysis published by Ambassador @MashalAtif on the @AISRS think tank. Afghanistan should be open to political, economic, and defense engagement and cooperation to balance its relations with both small and large powers.
AISRS analyses the recent Afghanistan–Russia agreement and argues that it should be understood through the lens of strategic autonomy rather than alignment. As the international system becomes increasingly multipolar, states are diversifying partnerships to advance their national interests while avoiding dependence on any single bloc.

This is really an interesting and integrated discussion. Dr. @BARAKAT_Sultan has always been a true and dedicated academic figure, offering policy-oriented insights on the humanitarian crises and conflicts wherever they occur.
Strategies for addressing housing issues in post-conflict and crisis zones cannot be universal, as the effectiveness of reconstruction processes is directly determined by the political environment, the nature of the conflict, and the characteristics of a particular society, Sultan Barakat, Professor of Public Policy at Hamad Bin Khalifa University and Professor at University of York, said during the panel discussion "Housing as the Foundation of Crisis Recovery and Reconstruction" held within the framework of the 13th session of the World Urban Forum 13 in Baku, according to Report.
"Methods for resolving housing issues in conflict zones must be adapted as much as possible to specific conditions," Barakat stated.
He explained that in countries and regions where a political agreement has been reached and a government with a clear development plan is functioning, the process of restoring housing stock becomes more manageable and largely comes down to defining strategies, financing mechanisms, and technical solutions.
"At the same time, in situations where conflict remains unresolved or is driven by an agenda of ethnic cleansing, this issue becomes extremely sensitive for all parties involved. We must stop discussing housing in generalized global terms - each case requires a separate approach," the expert emphasized.

If you want Bacha Khan's ideology & path in @AimalWali, it's a totally wrong judgment. Because @AimalWali believes in politics of acquiring power in Pak, not struggling to challenge Pakistan's domestic biased policy or resisting against Pak's authorities' brutalities on Pashtuns.
The Iran war affected Afg badly, not only disrupting trade but also @UN aid to the country. It has complicated aid route to Afg, as shown on the map.
Urgent diplomacy should be pursued with Iran to allow for @UNOCHA aid to Afg. The crisis is deepening.
@MashalAtif@mushtaq_rahim
Political differences between Pashtun politicians and political elites are so poor in morale & maturity. The main reason is that the Pashtun segments are often divided into structural differences strategically imposed via powerful agencies, either internally or externally.
@AimalWali What PTM did? PTM introduced your dirty politics to Pashtuns, how you use them, and how you ignore Pakistan's brutalities against Pashtuns. This is somewhat you now defend Pak army actions in Pashtun land.
@MDUmairKh India is a power and acts in International politics with honor and dignity, Pakistan kills innocent lives in Khyber Pakhtunkhwa and Balochistan.
@MashalAtif Pakistan's Afghan policy centers on interfering in internal affairs now and then. Such remarks cannot hinder or change Pakistan's strategic lines in Afghanistan. Afghans should stand and resist to stop foreign meddling in Afghanistan's affairs.
Stability in Afghanistan and the region is important for China. The Urumqi process should continue till both sides address the issues through negotiations. Beijing must pressure Islamabad to avoid attacks on Afghanistan, particularly killing innocent civilians.
Good to visit @Afghanistan again recent days meeting w/ Foreign Minister #AmirKhanMuttaqi 11/5/26 and other high level officials. Both sides give positive assessment of Urumqi process ready working together for peace, security and common develop't.
@realZalmayMK@nangyalnajeeb1 The US is always impressed by Pakistan's policies, actions, and cooperation. It's not a surprise if Pakistan is with and against the US. It's a common thing.
