As a special education teacher, I have worked primarily with students who are not learning the way they need to learn in the classroom. These kids CAN and DO learn but they often need more retrieval practice of taught skills, more modelling, scaffolded instruction, practice & feedback, as well as more opportunities to practice each skill that’s been taught.

However, this is basically just good instruction and it should be the way ALL students are taught! If we use evidence-based instructional practices in every classroom, maybe we’d have fewer kids labeled as “spec-ed”.
