I had been trying to register a company online for weeks on the Companies and Intellectual Property Office of Zimbabwe (CIPZ) website which is the official government registry responsible for registering companies. Every time I submitted my name search, the portal told me I had insufficient funds even though my wallet on the site was funded. I ended up topping it up again anyway, more than once, thinking that was the problem but it never went through.

Finally, I gave up on the website and went to their offices at Century House East on Nelson Mandela Avenue to do it in person.

I went inside aiming to get to the information desk but before I could a man in a green uniform came out of the name search room and ushered me into the name search room. He asked me if I wanted to register a company and I said yes. I also explained that I could not complete my application online and needed help submitting it physically.

The man in green then told me he could get my application processed within a day. He said it would cost me USD 150, cash.

I told him that was not the fee. The gazetted fee for a name search is USD 5 and registration of a private limited company is USD 60. He said that without the USD 150 my application would not be processed at all. He would not take my form, he would not take my ID, and he would not direct me to anyone who would. When I asked him what the payment was for he said “ndezvekubatsirana”. When I asked if I would get a receipt for the payment he laughed and said no.

I then asked him if I could just submit my application with the normal statutory fees without the extra “service” even if it meant the outcome would take longer. He said it was not possible and that if I did not want to pay the USD 150 I would have to use the website. Again, I told him the website was not functional. He took me back to the foyer and pointed at a notice detailing the steps on how to register a company on the web portal. We went back and forth again, this time within earshot of the man at the information desk.

I turned to the information desk and asked the man sitting there whether this was correct — whether USD 150 was really what I had to pay. The man at the desk confirmed it. He did not correct the figure, he did not tell me it was unofficial, and he did not tell me where to go instead. He confirmed the price as though it were normal.

So the two of them, one of them sitting at the public information desk, told me the same thing: pay USD 150 in cash or go home. I did not pay. I left. I went straight to ZACC and made a formal statement. ZACC informed me that their investigations could take some time and if I wanted to register my company in the meantime I should speak with the Chief Registrar and inform him of what had happened so that he could assist me properly.

I later got a meeting with the Deputy Chief Registrar. She told me four things:

- First, that the registry no longer takes any filings over the counter at all. Everything must be done on the portal. There is no physical option.

- Second, that the portal has technical problems. [She told me the insufficient funds error is actually caused by the Main Object field - if you type too much in the box where you describe your business, the submission fails, but the site tells you that you have no money instead. ]

-Third, that the man who demanded the 150 does not work for the registry at all. She told me he is a member of the Zimbabwe Prisons and Correctional Service, posted there as extra security. He has no authority to take applications, process anything, or handle payments.

- Fourth, The registry does not accept cash payments. Any payments are to be made by swipe or ecocash.

I wrote a full report to her office naming both men and asked that disciplinary action be pursued.

MSU student in court over US$1,1m cyber theft

A 24-year-old Midlands State University final-year Computer Science student, Sabelo Malunga, has appeared in court accused of stealing more than US$1.1 million from CABS using malware.

The State alleges that Malunga gained access to CABS’ computer systems while working as an IT intern between November last year and February 23 this year. Prosecutors allege that on January 23, while using a CABS-issued laptop, Malunga downloaded SUPREMO, a remote-access application, without authorisation. He allegedly hid the application within system files to avoid detection.

He continued accessing CABS systems even after his internship ended. The malware allegedly allowed him to bypass the bank’s internal controls and create fraudulent ZIPIT and VISA transactions.

The cyberattack was discovered after VISA flagged two suspicious international ATM transactions on March 27. CABS blocked the affected accounts but had already lost US$210,500.

During a further investigation on April 13, CABS’ IT team found multiple malware infections on its servers. Investigators discovered 1,911 fraudulent ZIPIT transactions worth US$925,679, with funds allegedly sent to EcoCash, InnBucks, CBZ and Ecobank.

CABS later engaged a South African digital forensics company, MWR, to investigate and remove the malware. The forensic investigation allegedly linked Malunga to the cyberattack.

The State further alleges that the malware was used to create fraudulent transactions, bypass authorisation systems, make fictitious transfers and generate fake telegraphic transfers.

CABS is alleged to have suffered an actual loss of US$1,136,179, with nothing recovered so far.

Malunga is facing a hacking charge and was remanded in custody pending his bail application. The allegations are yet to be tested in court.

Ever seen the film A Beautiful Mind?

The mathematician that film was based on, John Nash, has one of the shortest PhD dissertations ever published: ‘Non-Cooperative Games’.

It has a grand total of 26 pages, and only cites two references.

That thesis went on to found the basis for his paper on the development of game theory, for which he won the 1994 Nobel Prize in Economics.

Calculus is called the study of change. But that barely scratches the surface.

Before calculus, we could only measure average speed over time intervals. But real motion is never constant. A ball going up slows down, stops, and comes back down. Its speed is changing every moment.

So how do you measure speed at an exact instant?

When we try, we end up with something strange: 0/0 — an indeterminate form with infinite possible answers.

It’s like hitting a dead end on a road. You need a new path.

That new path was calculus, invented by Newton (and independently by Leibniz).

And that’s how we learned to measure change itself.

Hi Crime Watch Zim. I work for the Tanzania Ports Authority (TPA) office here in Zimbabwe. Our office helps people track and verify cargo and vehicles coming through the Port of Dar es Salaam into Zimbabwe.

We have engaged with one of Hezy Motors’ clearing agents in Tanzania, and so far there are around 70 vehicles linked to Hezy Motors that are still stuck in Tanzania. Most of them have not been cleared, some have accumulated storage charges, and some have already been auctioned after overstaying at the port.

We are advising people who imported cars through Hezy Motors and are struggling to get answers to visit our offices so we can help check the status of their vehicles for free. We can check whether the vehicle is still at the port, has been auctioned, or was never received at the Tanzania port at all.

One of the major problems is that some customers pay the full amount to agencies like Hezy Motors, but when the vehicle arrives in Dar es Salaam, there is still an outstanding balance needed before full access to the vehicle documents is released. If that balance is not paid within the required time, the vehicle cannot be cleared and may eventually be auctioned to another buyer.

This is where many problems seem to start. Some customers are not being given full access to important documents such as the Bill of Lading or CAP link details. Without those documents, it becomes difficult for customers to independently track or verify the whereabouts of their vehicles. The agent can continue telling the customer that the car is on the way or delayed, while the vehicle is actually sitting at the port accumulating storage charges.

In some cases, when we check the system using the chassis number or Bill of Lading, the same vehicle a customer paid for is now appearing under another person’s name because it was auctioned after not being cleared on time.

From what we are seeing, Hezy Motors now appears to be struggling to pay the remaining balances required to release many of these vehicles. This may explain why so many vehicles are remaining at the port for long periods and accumulating storage charges. Some customers’ money may have been used elsewhere, making it difficult to clear all the outstanding vehicles.

Normally, if business is done properly, a vehicle should be cleared within the free storage period of 15 days. After that, storage charges start increasing daily. Vehicles that remain unclaimed for long periods, usually after around 90 days, can be auctioned according to port regulations.

Some customers are being told there are “storage issues,” and in some cases that is true because the vehicles are sitting uncleared while money to release them is still being looked for.

We are simply encouraging people who dealt with Hezy Motors and need clarity to come forward so we can help check the real status of their vehicles in our system.
