We continue our catch tutorial here for those that are questioning this. It's clearly a catch.
He gets control and maintains control while getting two feet down. He then completes the catch two different ways (only one is required):
1. He takes an additional step (actually two steps) with control
2. He extends the ball toward the line to gain with control
Both of those are listed as "acts common to the game" in the rule book, which complete the process of the catch. He now has possession of the ball, is a runner, and down by contact when he touches the ground with a body part other than hand or foot.
It’s actually not by the definition of a catch “when going to the ground”, which is the KEY component of this play!
If Cooks is NOT deemed going to the ground then you are 💯 correct it’s a catch & touched down without a doubt!
But when deemed going to the ground, I still have questions on how exactly that is determined, which he is here, he MUST complete the catch until the play is over: Survive the ground!
I do believe he very well might “survive the ground” here but B4 he gets the opp to do that the defender takes the ball from him & is the one who ends up with the ball at the end of the play! Thus, with the ball never touching the ground, must be called in INT!
The amount of people saying he's secured the ball is insane. Defender also has his hands on the ball before the 2nd foot is even down. Fight for the ball that the defender clearly wins
Imo, it was a catch by the rule as it is written
Rule 8.1.3 requires:
A. Secure ball
B. Two feet inbounds
Then:
C. Football move, or ground contact that does not dislodge the ball
Cooks does secure possession, and the ball remains firmly in possession after ground contact

Unfortunately, today’s document release by @AGPamBondi and @DAGToddBlanche grossly fails to comply with both the spirit and the letter of the law that @realDonaldTrump signed just 30 days ago. @RepRoKhanna is correct.
