DC residents paid for this study with their tax dollars. District law required it to be released years ago. It never should have been withheld from the public.

Crazy. Against @wmata wishes, @charlesallen and @CMLewisGeorgeW4 offer amendment to make it harder for citations to be written for fare evasion. Once again...bending over backwards for people who don't follow the law.
