No SAVE Act - allows another LA Mayor race or Biden-esque vote count.
A do nothing Republican Congress, including not passing SAVE Act.
People are tired of GOP promises resulting in nothing but talk and inaction, and thus, may not vote because they are tired of broken promises.

She doesn’t rule; she advises.
The Senate’s presiding officer is free to accept or reject her advice.
And regardless, 51 senators can overturn any procedural ruling in the Senate.
