5% flat tax would be $50 and $500M respectively. $50 strongly impacts quality of life for someone living on $1k but is a rounding error to federal revenue. $500M has virtually no impact on quality of life to someone living on $10B. Graduated tax rates are more optimal.

For example, 2% on first $200k of income and 15% afterwards would maximize (or almost maximize) quality of life for 99% of citizens while still being an incredibly simple tax code.
