You were able to send region locked game as steam gift and have them redeem it with VPN or actually be there. Steam made it harder to do so few years ago.
Now you're required to switch region (with a local credit card) in order to redeem those games

Before Regional pricing every games were in USD and there was no restrictions.
After that every steam gifts I bought are region locked. Even extra copies that came from 4-pack CD keys
