عوامی طاقت کا اصل پیمانہ یہی ہے کہ جب عوام اپنے حق، اپنی آواز اور اپنے لاپتہ رفقا کے لیے سڑکوں پر آنے کا فیصلہ کرتے ہیں تو بندوق بردار ریاست کے ایوان لرز اٹھتے ہیں۔

آج کیچ میں بلوچ یکجہتی کمیٹی کی جانب سے ڈاکٹر ماہ رنگ بلوچ، شاہ جی سبغت اللہ بلوچ کو سنائی گئی عمر قید کی سزا، اور جبری گمشدگیوں کے خلاف ایک پرامن احتجاج کا اعلان کیا گیا تھا۔ مگر صرف اس اعلان نے ہی اقتدار کے مراکز میں ایسی بے چینی پیدا کر دی کہ اور ایک مرتبہ پھر ریاست نے عوام کے سامنے دلیل کے بجائے خوف، قانون کے بجائے جبر، اور سیاست کے بجائے بندوق کو کھڑا کر دیا۔
کل اچانک کیچ میں دفعہ 144 نافذ کر دی گئی۔ فورتھ شیڈول میں شامل افراد کو ایک ایک کرکے فون کالز کے ذریعے ہراساں کیا گیا۔ کل ہمارے ایک ساتھی کو سی ٹی ڈی اہلکار کی جانب سے فون آیا اور کہا گیا کہ “کل بلوچ یکجہتی کمیٹی کے احتجاج پر ایف سی فائرنگ کرے گی، اس کے ہم ذمہ دار نہیں ہوں گے۔”
سوال یہ ہے کہ فائرنگ کیوں ہوگی؟ کس جرم پر؟ کس قانون کے تحت؟ کس آئینی حق کے استعمال کی سزا گولی سے دی جائے گی؟
اس سوال کا ان کے پاس کوئی جواب نہیں تھا، کیونکہ ریاست کے پاس جب جواب ختم ہو جاتے ہیں تو وہ دھمکی کو زبان بنا لیتی ہے۔
جب دھمکیوں سے عوامی عزم کمزور نہ ہوا تو ریاست کے حامی میڈیا پلیٹ فارموں کے ذریعے دفعہ 144 کے نوٹیفکیشن کو بار بار نشر کیا گیا، تاکہ عوام کو یہ تاثر دیا جا سکے کہ احتجاج ناممکن ہے۔ مگر شاید انہیں اندازہ ہو چکا تھا کہ عوام خوف کی دیوار عبور کرنے کا فیصلہ کر چکی ہے۔
اسی خوف کے تحت رات کی تاریکی میں سید بی بی بلوچ کو ان کے گھر سے بغیر کسی قانونی جواز کے حراست میں لے لیا گیا، اور کہا گیا کہ انہیں چوبیس گھنٹے تک تحویل میں رکھا جائے گا تاکہ احتجاج کے بعد ہی رہا کیا جا سکے۔ یہ عمل خود اعتراف ہے کہ ریاست ایک بلوچ خاتون کے سیاسی شعور سے خوف زدہ ہے۔
اس پر بھی اطمینان نہ ہوا تو آج تربت شہر کو عملاً کرفیو زدہ علاقہ بنا دیا گیا۔ علی الصبح موبائل ڈیٹا اور نیٹ ورک بند کر دیے گئے۔ سڑکوں پر جگہ جگہ ایف سی اور پولیس تعینات کر دی گئی۔ ایک درجن سے زائد افراد کی گرفتاری کے اطلاعات بھی موصول ہوئی ہے۔جس گاڑی میں خواتین نظر آتیں ،اسے روک کر واپس بھیجا جا رہا ہے۔ بازاروں میں خواتین کی آزادا��ہ نقل و حرکت تک کو محدود بنا دیا گی ہےا۔
یہی وہ ریاستی طاقت ہے جس کا غرور بلوچستان میں صرف اور صرف بندوق پر قائم ہے، مگر جس کی بنیادیں باشعور خواتین، باشعور نوجوانوں اور پرامن عوامی مزاحمت کے سامنے کانپنے لگتی ہیں۔

یہ ہمارے لیے خوف کا ��ہیں، فخر کا لمحہ ہے۔ کیونکہ آج ایک بار پھر ثابت ہو گیا کہ عوام جب شعور کے ساتھ کھڑی ہو جائے تو ریاست کی سب سے بڑی طاقت بھی اس کی سب سے بڑی کمزوری بن جاتی ہے۔ بندوق عوام کو وقتی طور پر روک سکتی ہے، مگر عوامی شعور کو شکست نہیں دے سکتی۔ نیٹ ورک بند کیے جا سکتے ہیں، مگر نظریے کی ترسیل نہیں روکی جا سکتی۔ سڑکیں بند کی جا سکتی ہیں، مگر تاریخ کا راستہ بند نہیں کیا جا سکتا۔
آج احتجاج ہو یا نہ ہو، ریاست کی یہ بوکھلاہٹ خود عوامی مزاحمت کی کامیابی کا اعلان ہے۔ جس ریاست کو پرامن اجتماع سے خطرہ محسوس ہو، وہ اخلاقی، سیاسی اور تاریخی طور پر پہلے ہی شکست کھا چکی ہوتی ہے۔
کیچ کی عوام کو اس کامیاب عوامی مزاحمت پر مبارکباد۔ آج عوام کو ان تمام واقعات سے خوف نہیں بلکہ حوصلہ حاصل کرنا چاہیے۔ ہم نہتے ہو کر بھی طاقتور ہیں۔ ہم خواتین ہو کر بھی طاقتور ہیں۔ ہم محکوم ہو کر بھی تاریخ کے درست سمت میں کھڑے ہیں۔
ہماری اصل طاقت ہماری اجتماعی شعور ہے۔ ہماری اصل طاقت ہمارا نظریہ ہے۔ ہماری اصل طاقت ہمارا اتحاد ہے۔ اور جب باشعور ذہن ایک مشترکہ مقصد پر متحد ہو جائیں تو دنیا کی کوئی طاقت انہیں شکست نہیں دے سکتی۔
ہمارا رشتہ ��عور کا رشتہ ہے۔ ہمارا رشتہ نظریے کا رشتہ ہے۔ ہمارا رشتہ ان تمام جبری گمشدہ، قید، زخمی اور مزاحمت کرنے والی آوازوں سے ہے جنہوں نے ہمیں سکھایا کہ جبر کے اندھیرے میں بھی ریڈیکل امید ایک سیاسی عمل ہے۔
یہ امید کمزوروں کی تسلی نہیں، مزاحمت کرنے والوں کا ہتھیار ہے۔

Syed Bibi Baloch was detained in Turbat by CTD personnel at a time when she had been consistently meeting all requirements under the Fourth Schedule for the past eight months including regular attendance at official reporting sessions. Her detention occurred shortly before a planned peaceful political gathering against the imprisonment of BYC leaders. This action appears particularly significant given her documented adherence to all reporting requirements imposed under the Fourth Schedule. The decision to detain an individual already subject to ongoing monitoring and regular reporting obligations raises concerns that such measures may be extended beyond their stated preventive purpose.

In the months prior to this detention, security personnel also raided her residence. She has now been taken into custody, with authorities stating that she is being held in connection with today’s protest and will be released after its conclusion. Such justification is deeply concerning, as it effectively links detention to participation in a peaceful assembly. This approach is unacceptable and calls for a serious review and revision of existing policy regarding the treatment of political activists and the handling of peaceful protests.

　The International Community Strong Protest Statement against the Life Imprisonment Sentence Imposed on Dr. Mahrang Baloch and the Ongoing Human Rights Violations in Balochistan

　The International Career Support Association strongly condemns and protests the life imprisonment sentence handed down on June 22, 2026, by an Anti-Terrorism Court in Quetta against Dr. Mahrang Baloch, a prominent Baloch human rights defender, leader of the Baloch Yakjehti Committee (BYC), and medical doctor.

　Dr. Mahrang Baloch has dedicated her life to the peaceful defense of human rights in Balochistan, particularly against enforced disappearances, extrajudicial killings, torture, and other grave violations. Her father, Abdul Ghaffar Langove, was himself a political activist who was detained, tortured, and ultimately killed after being forcibly disappeared. Dr. Baloch began her activism at the age of 16 following her father’s ordeal.

　Her courageous and non-violent advocacy has received international recognition. In 2024, she was selected for TIME Magazine’s TIME100 Next list of emerging influential leaders and was also named to the BBC’s 100 Women list. She was prevented from traveling to New York to attend the TIME award ceremony due to unjust travel restrictions.

　On March 22, 2025, she was arrested during a peaceful sit-in protest in Quetta against police violence and the detention of fellow activists. She has remained in arbitrary detention at Hudda District Prison ever since, facing multiple politically motivated charges under anti-terrorism and public order laws.

　The recent life imprisonment sentence relates to a 2024 protest in Gwadar. However, the Baloch Yakjehti Committee has consistently maintained that the gathering was peaceful, and international human rights organizations have described the charges as baseless and retaliatory for her legitimate human rights work.
Dr. Baloch has now been detained for over one year under conditions that raise serious concerns regarding due process and access to medical care.

These actions constitute clear violations of:

・The Universal Declaration of Human Rights (Articles 19 and 20)

・The International Covenant on Civil and Political Rights (ICCPR), to which Pakistan is a party

・International standards protecting human rights defenders, particularly women defenders

　The criminalization of peaceful dissent through the misuse of anti-terrorism legislation undermines the rule of law and sends a chilling message to all those who advocate for justice in Balochistan.

　We therefore strongly demand the following: The immediate and unconditional release of Dr. Mahrang Baloch and all other arbitrarily detained activists.

1）The withdrawal of all politically motivated charges and a fair, transparent, and independent review of her case.

2）An end to all harassment, intimidation, and reprisals against human rights defenders in Balochistan.

Furthermore, we call upon the United Nations to take the following urgent actions:

A) Establish a Fact-Finding Mission to thoroughly investigate the human rights situation in Balochistan, including enforced disappearances, extrajudicial killings, torture, and restrictions on freedom of expression and assembly.

B) Appoint and immediately dispatch an appropriate Special Rapporteur to examine these violations on the ground.

We also strongly urge the Government of Pakistan to:

a) Unconditionally accept the United Nations Fact-Finding Mission and the deployment of the Special Rapporteur.

b) Provide full, unrestricted cooperation, including freedom of movement, access to all relevant locations and individuals, and complete transparency.

　Any refusal or obstruction of such a UN mission would demonstrate a rejection of international human rights standards and further isolate Pakistan on the global stage.

　The International Career Support Association stands in solidarity with Dr. Mahrang Baloch and all those courageously defending human rights in Balochistan.
Silencing her voice is an attack on universal principles of justice, freedom, and human dignity.

　We call on the Government of Pakistan to immediately rectify these violations in accordance with international law.

　We further urge the United Nations and the international community to take decisive action by supporting Dr. Mahrang Baloch’s immediate release and by establishing an independent international investigation into the human rights situation in Balochistan.

بلوچستان میں سیاسی کارکنان کو عرصہ دراز سے کڑے حالات ک�� سامنا رہا ہے، جس میں قید و بند، ہراسانی اور مختلف ادوار میں حکومتوں کی جانب سے کیے جانے والے کریک ڈاؤن سمیت کئی طرح کے ہتھکنڈے شامل ہیں۔ بلوچستان میں انصاف کے تقاضے پورے نہ ہونے، فیئر ٹرائل کے فقدان اور شفاف تحقیقات کے نہ ہونے کی وجہ سے نہ صرف سیاسی طور پر باشعور لوگ، بلکہ اب عام عوام بھی انصاف کی فراہمی سے مایوس ہو چکی ہے۔ اس مایوسی کی سب سے بڑی وجہ لوگوں کی داد رسی نہ ہونا اور شفاف مروجہ طریقہ کار کا نہ ہونا ہے۔

بلوچ سیاسی کارکنان پچھلے ایک سال سے زائد عرصے سے قید و بند کی صعوبتیں جھیل رہے ہیں، جہاں نہ تو انہیں منصفانہ سماعت کا موقع دیا گیا اور نہ ہی کوئی شفاف تحقیقات کرائی گئی۔ ایک طرف جیل میں ان کے ساتھ ہراسانی کے واقعات رپورٹ ہوتے رہے، تو دوسری طرف انہیں اپنا موقف پیش کرنے اور اپنے بنیادی و قانونی حق کا استعمال کرتے ہوئے اپنی وکلا چننے کی اجازت تک نہیں دی گئی۔ یہ اقدامات بلوچستان میں جاری پُرامن سیاسی سرگر��یوں کا گلا گھوٹنے کے برابر ہیں، جنہیں اب قانونی شکل دی جا رہی ہے۔ ہمارا موقف اس بات پر قائم ہیں کہ کسی بھی شخص پر کوئی بھی الزام ہو، ثبوت اور گواہوں کی موجودگی میں شفاف تحقیقات کے بعد اوپن کورٹ میں اس کا ٹرائل ہونا چاہیے اور قانون کے مطابق سزا ہونی چاہیے۔ لیکن یہاں ہر قدم اور ہر سزا صرف سیاسی انتقام اور سیاسی سرگرمیوں کو روکنے کے لیے دی جاتی ہے، جو کہ انسانی حقوق اور 'اصولِ انصاف' کے سراسر خلاف ہے۔ جس ملک میں بنیادی انسانی حقوق اور انصاف کے تقاضے پورے نہ ہوں، وہاں ایسے فیصلے 'کالے قوانین' کے دائرے میں آتے ہیں۔

بلوچ سیاسی کارکنان کو عمر قید کی سزا سنانے کے عمل کو ہم ش��افیت اور انصاف کو پاؤں تلے روندنے کے مترادف سمجھتے ہیں اور اسے انتہائی تشویش کی نگاہ سے دیکھتے ہیں۔ یہ فیصلہ بنیادی انسانی حقوق پر ایک سنگیں حملہ ہے۔ ہمارا ماننا ہے کہ یہ ہتھکنڈے پُرامن سیاسی جدوجہد کی راہ میں رکاوٹ ڈالنے کی ناکام کوشش ہیں، کیونکہ پُرامن سیاسی عمل کسی خوف یا ڈر کے سامنے نہیں جھکتا۔ بلوچ سیاسی کارکنان کو محض پُرامن سیاسی سرگرمیوں کی پاداش میں جھوٹے کیسز پر اتنی بڑی سزا دینا اس نظام پر ایک سیاہ داغ ہے۔ ہم بطور ایک طلباء تنظیم اس ناانصافی، غیر شفافیت اور انتقامی کارروائی پر گہری تشویش کا اظہار کرتے ہوئے اس کی شدید الفاظ میں مذمت کرتے ہیں۔

ہزاروں لوگوں کو ہر سال جبری طور پر لاپتہ کر دیا جائے، مسخ شدہ لاشیں پھینکنے کا سلسلہ کبھی نہ رکے، اجتماعی قبریں بے نام و نشان پڑی رہیں، زمین اور وسائل کو اونے پونے داموں بیچ دیا جائے، بجٹ عوام کی فلاح کے بجائے سکیورٹی فورسز پر خرچ ہو، اور لوگوں کے لیے روزگار کے راستے بھی بند کر دیے جائیں۔

اگر عوام جان ہتھیلی پر رکھ کر خطرناک راستوں سے گزر کر کچھ کمانے میں کامیاب ہو جائیں تو ان کی کمائی کا بڑا حصہ ڈپٹی کمشنروں، ان کے دلالوں اور مختلف چوکیوں پر بھتے کی نذر ہو جائے۔ پھر جب لوگ اس ناانصافی کے خلاف آواز اٹھائیں تو انہیں فورتھ شیڈول، گرفتاریوں اور جیلوں کا سامنا کرنا پڑے۔

اسمبلی کی نشستوں ��ور عہدوں کی بولیاں لگتی رہیں، عدالتیں بھی اس سیاہ نظام کا حصہ بن جائیں، اور بغیر کسی جرم کے لوگوں کو سزا دینے کی کوشش کی جائے۔ جب ثبوت موجود نہ ہوں تو عدالتیں بھی بے چہرہ اور بے شرم انداز میں قانون کا لبادہ اوڑھ کر ظلم کا جواز بن جائیں۔ یہاں تک کہ قیدیوں کو اپنے اہلِ خانہ سے ملاقات کی اجازت بھی نہ دی جائے، اور جب بے بس خاندان صرف ملاقات کے حق کا مطالبہ کرنے کے لیے جیلوں کے سامنے جمع ہوں تو ان کے جواب میں پولیس ڈنڈے لے کر پہنچ جائے۔

یہ بلوچستان میں رائج طرزِ حکمرانی کی ایک جھلک ہے۔ پہلے اس نظام کو سمجھیں، پھر سوال کریں کہ یہاں حالات اس نہج تک کیوں پہنچے ہیں۔ یہ جاننے کی کوشش کریں کہ عوام کے دلوں میں اتنی نفرت اور بے اعتمادی کیوں جنم لے چکی ہے؟

��ج مجھے بلوچستان کے مختلف مکاتبِ فکر سے تعلق رکھنے والے سیاسی، سماجی اور فکری رہنماؤں سے ملاقات کا موقع ملا، جن میں ہزارہ برادری کی معزز شخصیات بھی شامل تھیں۔ ان ملاقاتوں کا مقصد انہیں میری بہن ڈاکٹر ماہ رنگ بلوچ اور بلوچ یکجہتی کمیٹی (بی وائی سی) کے دیگر زیرِ حراست رہنماؤں کی مسلسل قید، ان کے خلاف قائم مقدمات اور جاری عدالتی کارروائیوں کے حوالے سے آگاہ کرنا تھا۔

میں نے اس موقع پر اپنی گہری تشویش کا اظہار کرتے ہوئے نشاندہی کی کہ بی وائی سی رہنماؤں کے مقدمات پہلے جیل ٹرائلز کے ذریعے چلائے گئے اور اب انہیں فیس لیس ٹرائلز کے تحت آگے بڑھایا جا رہا ہے۔ یہ صورتحال شفاف��ت، منصفانہ سماعت اور انصاف کے بنیادی اصولوں کے حوالے سے سنگین سوالات کو جنم دیتی ہے۔ انصاف کا تقاضا ہے کہ عدالتی کارروائیاں کھلی عدالتوں میں ہوں، جہاں متاثرہ خاندانوں، وکلاء، میڈیا اور عوام کو رسائی حاصل ہو اور عدالتی عمل سب کے سامنے انجام پائے۔

ہزارہ برادری کے رہنماؤں کے ساتھ ملاقات میں نسیم جاوید ہزارہ، ابراہیم ہزارہ، عبدالرحیم قاسمی، نادر ہزارہ، کیپٹن محمد علی آزاد ہزارہ، ملک عبدالخالق ہزارہ، کامریڈ علی رضا منگول، نعمت ہزارہ، مراد علی ہزارہ، لیاقت علی داور اور اطہر اللہ شریک تھ��۔

بعد ازاں میری ملاقات حاجی لشکری رئیسانی صاحب سے بھی ہوئی، جہاں میں نے انہی خدشات کا اظہار کیا۔ میں نے اس بات پر زور دیا کہ آج جو غیر شفاف عدالتی طریقۂ کار ڈاکٹر ماہ رنگ بلوچ اور دیگر سیاسی کارکنوں کے خلاف آزمایا جا رہا ہے، اگر اس کے خلاف مؤثر آواز بلند نہ کی گئی اور بھرپور مزاحمت نہ کی گئی تو کل یہی طرزِ عمل ملک بھر کے سیاسی کارکنوں، انسانی حقوق کے کارکنوں اور اختلافِ رائے رکھنے والے شہریوں کے خلاف استعمال کیا جا سکتا ہے۔ بلوچستان طویل عرصے سے ایسے اقدامات کی تجربہ گاہ رہا ہے اور یہاں آزمائے جانے والے طریقے بعد میں پورے ملک میں رائج کیے جاتے رہے ہیں۔

میں ان تمام معزز شخصیات کی تہہ دل سے شکر گزار ہوں جنہوں نے ہماری بات کو توجہ سے سنا، اپنی تشویش کا اظہار کیا اور بی وائی سی کے زیرِ حراست رہنماؤں کے حقوق، منصفانہ ٹرائل اور انصاف کی جدوجہد میں ہر ممکن تعاون کی یقین دہانی کرائی۔

میرا پختہ یقین ہے کہ انصاف، انسانی حقوق اور آئینی آزادیوں کا تحفظ ہم سب کی مشترکہ ذمہ داری ہے۔ آج یہ مسئلہ میری بہن اور دیگر زیرِ حراست رہنماؤں کا ہے لیکن اگر غیر شفاف اور غیر منصفانہ عدالتی طریقۂ کار کو معمول بنا دیا جائے تو اس کے ��ثرات کل کسی بھی شہری، سیاسی کارکن یا انسانی حقوق کے دفاع کرنے والے فرد تک پہنچ سکتے ہیں۔ اسی لیے ضروری ہے کہ ہم سب مل کر قانون کی حکمرانی، عدالتی شفافیت، منصفانہ ٹرائل اور بنیادی حقوق کے تحفظ کے لیے اپنی آواز بلند کریں۔

Rule of Law, fair trial and justice have become myths in Pakistan. More than 14 months have passed since Dr. Mahrang Baloch and her companions have been kept in jail under baseless accusations and unlawfully detained. Despite the absence of evidence, they have been detained, harassed and mentally tortured in jail.

Against these injustices and violations of the rule of law, Dr. Mahrang Baloch and her companions are protesting inside the jail, where they have organised a “Dharna.” If their demands are not met, they will proceed with a “Token Hunger Strike” inside the jail.

The trials have shifted from prison-based hearings to a virtual court system, where faceless trials are being conducted and the judge and other parties participate remotely, while the State seeks a speedy conclusion of the proceedings.

Their demands are simple and clear:

1) End online and jail trials and restore hearings in open court so that judicial proceedings are transparent and accessible to the public.

2) Replace the current judge, Mobin, as he has been biased towards the state regarding the case from day one. The organisation's leaders have filed a court application for the judge's replacement, which should be heard soon and a new impartial judge should be assigned to hear this case.

3) Suspend the case until the judge's replacement and the commencement of open court proceedings.

We once again request all human rights organisations, journalists, politicians, social and political unions, humanitarians and the Baloch nation to raise their voices against state barbarism and spread awareness about the ongoing injustice and online trial of BYC leaders.

Extrajudicial Killing of Saddam by Frontier Corps in Turbat

PAANK expresses deep concern over the recovery of the body of Saddam, son of Mehrab Ali, a 28-year-old mechanic from Shapuk, Turbat, whose body was found in the D-Baloch area of Turbat on June 12, 2026.

According to available information, Saddam was forcibly disappeared on July 21, 2025, at approximately 3:00 PM from Sanganisar, Turbat. His family alleges that he was taken by personnel of the Frontier Corps (FC) and Military Intelligence (MI). Following his disappearance, his whereabouts remained unknown for several months.

Saddam earned his livelihood as a mechanic and was the primary support for his family. The recovery of his body has left his family devastated and mourning a profound loss.

PAANK extends its heartfelt condolences to the bereaved family and calls for an independent and transparent investigation into the circumstances surrounding Saddam’s enforced disappearance and death. PAANK reiterates its demand for accountability and justice in all cases of enforced disappearances and extrajudicial killings in Balochistan.

The military operation in Gomazi, Tump is a continuation of the systematic policy of militarization and collective punishment that has increasingly shaped life across Balochistan. Numerous civilian homes were reportedly burned and bulldozed while personal belongings and valuables were taken during the operation leaving families displaced and living in fear. These developments raise serious concerns about the gradual normalization of an indirect form of martial rule in Balochistan, where military authority often appears to supersede civilian governance and democratic accountability. Large areas of the province have effectively become inaccessible zones where restrictions, military operations and security checkpoints limit the movement of local populations and independent observers.

The continued use of collective punishment against the Baloch nation, coupled with enforced disappearances, military operations and political repression has deepened the sense of alienation among the Baloch people. At the same time Balochistan’s land and natural resources continue to be exploited while local communities remain deprived of basic needs and essential services. These policies embody colonial style methods of governance that prioritize control over consent and militarization over dialogue. The treatment of Balochistan as a security problem rather than a political issue has resulted in widespread human suffering and the erosion of basic civil and human rights.

We call for an immediate end to operations targeting civilian populations, an independent investigation into the events in Gomazi, Tump and accountability for all human rights violations. The people of Balochistan deserve justice, dignity and the right to live free from fear, collective punishment and militarized rule.

پاکستان کا عدالتی نظام نہ صرف انصاف کی فراہمی کو مذاق بنا چکا ہے بلکہ اس نے ایسی صورت اختیار کر لی ہے جہاں ریاستی ظلم و جبر کو قانونی جواز فراہم کیا جاتا ہے اور مظلوم کو مزید نفسیاتی اذیت سے دوچار کیا جاتا ہے۔

12 مئی کو سپریم کورٹ نے اسلام آباد ہائی کورٹ کو ہدایت دی تھی کہ ایمان مزاری اور حادی علی چٹھہ کی زیرِ التوا اپیلوں پر دو ہفتوں کے اندر فیصلہ کیا جائے۔ تاہم اس کے بعد سماعت در سماعت ملتوی ہوتی رہی۔ 19 مئی کو دستاویزات نامکمل قرار دی گئیں، 20 مئی کو نئی تاریخ دے دی گئی، یکم جون کو سرکاری وکیل کی عدم موجودگی کے باعث سماعت مؤخر ہو گئی، اور 4 جون کو مقدمہ ہی نمٹا دیا گیا۔

اسی دوران این سی سی آئی اے نے سپریم کورٹ میں یہ مؤقف اختیار کیا کہ اسلام آباد ہائی کورٹ کو دی گئی ہدایات واپس لی جائیں۔ سوال یہ ہے کہ جب سپریم کورٹ کی مقرر کردہ مدت گزر چکی تھی تو انصاف کی فراہمی میں مسلسل تاخیر کیوں کی ��ا رہی تھی؟

ایمان مزاری اور حادی علی چٹھہ کو ایک ٹویٹ کے مقدمے میں 17 سال قید کی سزا سنائی گئی۔ اگر ایک معروف وکیل اور سابق وفاقی وزیر کی بیٹی کے لیے بھی انصاف کے دروازے اس طرح بند کیے جا سکتے ہیں تو پھر اندازہ لگائیے کہ بلوچستان کے عام لوگوں، جبری گمشدہ افراد کے خاندانوں اور ان ہزاروں شہریوں کے ساتھ کیا سلوک ہوتا ہوگا جن کی آواز اقتدار کے ایوانوں تک نہیں پہنچ پاتی۔

ہمیں پاکستان کے عدالتی نظام، ریاستی جبر اور ہر اُس بیانیے پر سوال اٹھانا ہوگا جو بغیر ثبوت کسی فرد یا تحریک کو غدار، ایجنٹ یا مجرم قرار دیتا ہے۔ ہمیں جبری گمشدگیوں پر سوال اٹھانا ہوگا۔ ہمیں ماورائے عدالت قتل پر سوال اٹھانا ہوگا۔ ہمیں اجتماعی سزا، سیاسی انتقام اور اظہارِ رائے پر عائد پابندیوں پر سوال اٹھانا ہوگا۔

ہمیں ایمان مزاری، حادی علی چٹھہ، علی وزیر، ماہ رنگ بلوچ، بیبو بلوچ، گل زادی بلوچ، شاہ جی اور بیبگر بلوچ کے خلاف گھڑے گئے ریاستی بیانیوں اور الزامات کو بھی تنقیدی نگاہ سے دیکھنا ہوگا۔ لکھیں، بولیں اور بغیر کسی اگر مگر کے سچ کے ساتھ کھڑے ہوں۔ ان سیاسی اور انسانی حقوق کے رہنماؤں کو مجرم قرار دینے سے پہلے ان کے خلاف پیش کیے جانے والے بیانیوں اور الزامات کا تنقیدی جائزہ لیں۔

سوال کیجیے کہ آخر اختلافِ رائے کو جرم کیوں بنایا جا رہا ہے؟ سوال کیجیے کہ انصاف کے تقاضے سب کے لیے یکساں کیوں نہیں؟ سوال کیجیے کہ ریاستی طاقت کے سامنے سچ بولنے والوں کو مسلسل نشانہ کیوں بنایا جاتا ہے؟

طاقت کے بیانیے کو حرفِ آخر نہ سمجھیں۔ ہر دعوے، ہر الزام اور ہر پروپیگنڈے کو سوال کی کسوٹی پر پرکھیں۔

مظلوم کو مشکوک نگاہ سے دیکھنا بند کیجیے۔ طاقت کے بیانیے کو تنقیدی نظر سے جانچیے اور سوال اٹھائیے۔

جبری گمشدگیاں جرم ہیں۔
ماورائے عدالت قتل جرم ہے۔
اجتماعی سزا جرم ہے۔
سیاسی و انسانی حقوق کے کارکنان کی جبری قید جرم ہے۔

یاد رکھیے، خاموشی کبھی غیر جانبداری نہیں ہوتی۔ خاموشی اکثر طاقتور کے ساتھ کھڑے ہونے کا دوسرا نام بن جاتی ہے ۔
