The executive body of the International Criminal Court (ICC) has reportedly altered its internal voting regulations to simplify the potential ouster of Chief Prosecutor Karim Khan.
According to reports from Middle East Eye, which cited multiple diplomatic sources, this change was approved by a majority of the bureau of the Assembly of States Parties (ASP) during a meeting in early July.
Previously, the process required two separate stages: a vote to confirm serious misconduct, requiring a two-thirds majority, and a subsequent vote to approve dismissal, requiring an absolute majority.
The new rules consolidate this into a single vote and lower the threshold for finding serious misconduct to a bare absolute majority.
This procedural shift comes despite a judicial panel concluding that there was insufficient evidence to support allegations of sexual harassment against him.
These accusations were originally made by a woman in Khan's office who alleged "unwelcome conduct of a sexual nature" and abuse of authority occurring during overseas missions and at the court's headquarters in The Hague.
While the bureau reframed the allegations as an "inappropriate" power imbalance in a consensual relationship, Khan has strenuously denied any sexual relationship occurred at all.
Lawyers for Khan have criticized the move as a breach of fairness and legal protocol, suggesting the rules were changed mid-case to his disadvantage.
The situation is further complicated by external political pressure, as Khan has faced significant backlash and crippling sanctions from non-member states following his pursuit of high-profile arrest warrants.

The extensive killing of Palestinian children and teenagers in the West Bank is not a series of isolated incidents. It is a practice backed by every arm of the Israeli regime.
From 7 October 2023 to 29 June 2026, Israel killed 1,087 Palestinians in the West Bank, including 242 children and teenagers.
In 2025 alone, 54 minors were killed. Our new report, “Unshielded Childhood,” tells their stories.
The Israeli legal system helps whitewash these killings, grants impunity to the perpetrators, and shirks its duty to demand accountability from those responsible. The Israeli public remains largely indifferent, while some segments openly support the violence.
To legitimize this routine killing in the eyes of the Israeli public and the world, Israel systematically dehumanizes Palestinians. When the military almost automatically labels Palestinian children and teenagers who posed no threat as “terrorists” or “involved in terrorism,” it creates a reality in which their lives are treated as entirely disposable and harming them is seen as legitimate and permissible.
While the world looks away and grants Israel international impunity, the reality on the ground is clear: under the Israeli regime, no Palestinian is protected, and any Israeli who harms them enjoys full impunity.

The Palestinian Center for the Defense of Prisoners said Israel has intensified the systematic use of physical and psychological torture against Palestinian detainees, turning its prisons into an environment of organized violations of human dignity and fundamental rights.
Marking the International Day in Support of Victims of Torture, the center said detainees continue to face severe beatings, humiliation, stress positions, starvation, solitary confinement, denial of medical treatment, sexual assaults, and other forms of physical and psychological abuse.
The center said these practices are not isolated incidents but part of a systematic policy overseen by Israeli institutions, aimed at breaking detainees and stripping them of their dignity, in violation of the UN Convention Against Torture, the Geneva Conventions, and other international legal instruments.
According to the center, around 150 Palestinian detainees have died in Israeli prisons as a result of torture, related abuses, and medical neglect, including nearly 90 since the start of Israel's war on Gaza, reflecting a dangerous escalation against Palestinian prisoners.
It added that Israeli prisons have become among the most dangerous places of detention, with some abuses reaching what it described as "sadistic" practices and sexual assaults under political and legal cover.
The center called on the United Nations, states party to the Convention Against Torture, and international human rights organizations to intervene urgently to stop the torture of Palestinian detainees, allow independent international investigations inside Israeli prisons, hold Israeli officials accountable for ordering or carrying out torture, and end the policy of impunity.
It warned that continued international silence makes the international community complicit in the daily suffering of Palestinian detainees.

A UN-backed independent inquiry has charged Israeli authorities with deliberately targeting and killing Palestinian children as a central component of an ongoing genocide in Gaza. The follow-up report by the UN Independent International Commission of Inquiry concluded that the systemic killing, maiming, and starvation of minors establish the "genocidal intent" of Israeli security forces to erode the foundational structure of Palestinian society.
The report highlights that even following the October 2025 'ceasefire,' Palestinian children continue to be killed and seriously injured by gunfire, airstrikes, and quadcopter drones. The investigative team stated that the relentless military operations have effectively "erased childhood" in Gaza through mass trauma, forced displacement, and a severe orphan crisis.
Commission chair Judge Srinivasan Muralidhar noted that by targeting the youngest demographic, Israel is actively attacking the Palestinian people's capacity to exist and determine their own future.
According to data cited in the inquiry, at least 20,179 children were killed and over 44,000 injured during the first two years of the genocide alone, making lifetime disability a defining demographic reality for Gaza’s next generation.
The commission also documented a sharp increase in Israeli settler violence against children in the occupied West Bank, listing specific military divisions and brigades potentially responsible for these actions. The investigators have urged all UN member states to enforce immediate accountability for the documented war crimes and crimes against humanity.
