During the panel discussion titled “𝗙𝗿𝗼𝗺 𝗘𝘃𝗶𝗱𝗲𝗻𝗰𝗲 𝘁𝗼 𝗔𝗰𝘁𝗶𝗼𝗻: 𝗘𝗺𝗯𝗲𝗱𝗱𝗶𝗻𝗴 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗶𝗻 𝗣𝗼𝗹𝗶𝗰𝘆 𝗮𝗻𝗱 𝗣𝗿𝗮𝗰𝘁𝗶𝗰𝗲,” Dr. Muhammad Nadeem Javaid (@nadeemjavaid75), expanded on the institutional challenges that hinder effective evidence uptake in Pakistan’s policymaking process. He noted that policy decisions are often shaped more by systemic and cognitive biases than by rigorous evidence.

Dr. Javaid observed that political bias, driven by electoral cycles and short-term survival logic, frequently overrides long-term investments in children and human development. He further highlighted confirmation bias, where decision-makers selectively favor information that reinforces existing assumptions, alongside bureaucratic risk aversion, which discourages innovation, learning, and accountability.

He also drew attention to group bias within institutions, which limits diverse perspectives and critical debate, as well as availability bias, where easily accessible or recent information is prioritized over comprehensive and methodologically sound research. Dr. Javaid stressed that addressing these challenges requires institutional reforms that systematically embed evidence into policy design, budgeting, and implementation, particularly in sectors that directly affect children’s wellbeing and long-term development.
