Update to Clash Royale creator tournaments

We're making a couple of changes to creator tournaments to keep them focused on great content.
Some participants have been rushing tournaments just to hand out rewards, so we're tightening things up:

•Minimum tournament length: 30 minutes. This is live now.

•Daily limit: up to 10 reward-eligible tournaments per day. This will follow as soon as possible.

We're sorry to the creators who use the tools as intended. Thank you for your understanding, and for the content you make for the community.
