People who carry little mace canisters on their key rings number in the tens of thousands, and can't be charged with attempted murder, but almost never mace anyone for bumping into them, or telling them to move, or even due to road rage. This has nothing to do with the idea that having a weapon causes someone to use it inappropriately. This guy chose to carry a deadly weapon in a setting where it is not allowed, and imagined using it a thousand times. He rehearsed it in his mind over and over, and basically planned out what he would do "next time" he felt disrespected.

Hey, genius... why would someone trying to murder a media figure plan to murder their target at the most secure event they will be at for months? The place they KNOW will be crawling with Secret Service and cops?

There is only one set of targets there that someone is going to have to deal with that level of security no matter when the shooter hits them, and that's the top government officials. Anybody else, they could follow them to a grocery store and deal with a security guard at most, or zero security.
