Szanowni Państwo,

Zwracam się z apelem o wprowadzenie automatycznego systemu zgłaszania I i rejestracji niepożądanych odczynów poszczepiennych (NOP).

NOP - niepożądany odczyn poszczepienny jest to objaw chorobowy pozostający w związku czasowym (28 dni za wyjątkiem BCG) z wykonanym szczepieniem.

Definicja NOP nie obejmuje związku przyczynowo skutkowego, ponieważ taki związek może być ustalony jedynie po dogłębnych badaniach epidemiologicznych zgłoszonych NOP.

Automatyczne zgłoszenie zachodzić powinno w przypadku zgonów, hospitalizacji lub porad lekarskich, które mają miejsce w ciągu 28 dni od przyjęcia szczepionki.

Obecny system zgłaszania NOP, oparty na ręcznym raportowaniu, jest wysoce nieefektywny – szacuje się, że rejestruje zaledwie mniej niż 1% przypadków NOP.

Taka sytuacja znacząco obniża wiarygodność statystyk, utrudnia rzetelne monitorowanie bezpieczeństwa szczepień i ogranicza możliwość skutecznego reagowania na potencjalne zagrożenia.

Jednocześnie dane dotyczące zgonów, hospitalizacji i wizyt lekarskich są już teraz automatycznie przekazywane do Platformy P1 oraz bazy PESEL, poprzez zintegrowane systemy elektronicznej dokumentacji medycznej (EDM) co oznacza, że technologicznie możliwe jest wdrożenie automatycznego systemu zgłaszania NOP bez konieczności tworzenia nowej infrastruktury.

Wprowadzenie takiego rozwiązania przyniosłoby szereg korzyści:
1. Zwiększenie przejrzystości i poprawa jakości danych – bardziej wiarygodne statystyki umożliwiłyby lepsze zrozumienie ryzyka związanego ze szczepieniami oraz skuteczniejsze działania prewencyjne, co leży w gestii Narodowego Instytutu Zdrowia Publicznego PZH, publikującego dane w biuletynach „Szczepienia ochronne w Polsce”.
2. Usprawnienie nadzoru nad bezpieczeństwem szczepień – Główny Inspektorat Sanitarny, odpowiedzialny za monitorowanie NOP, mógłby efektywniej wypełniać swoje obowiązki dzięki automatycznemu dostępowi do pełniejszych informacji.

Wierzę, że automatyczne zgłaszanie NOP w przypadkach zgonów, hospitalizacji i porad lekarskich w ciągu 28 dni od szczepienia jest krokiem koniecznym do podniesienia standardów monitorowania bezpieczeństwa szczepień w Polsce.

Brak dotychczasowych działań w tym kierunku, mimo dostępności technologii, budzi zdziwienie i podkreśla pilność tej sprawy.
