Not unlike any project with utilities that are over a hundred years old. As soon as you dig you find they're not where you thought they were, or there is stuff there no one knew.

The general slowdown in neighborhoods, and the resurgence of kids playing in the streets, even those not formally closed, makes me wonder if we could implement a general speed limit of 20 mph everywhere.

@Weather_West @ChristinaToms Well, you're assuming that stormwater that flows off streets and directly into the Bay (or ocean, or lake, or whatever) is cleaner than what comes from a combined system during a storm. You might be surprised at just how filthy that stormwater indeed is. It's pretty toxic.
