Enforcement: Merchant vessels reasonably believed to be breaching (or attempting to breach) the blockade may be captured. After prior warning, those that clearly resist capture may be attacked. Enforcement can use a combination of lawful methods/means (e.g., warships, aircraft), as long as they comply with other IHL rules.
Obama's Secret Stay Behind Army
Obama literally created "The Department of The Deep State" at the flick of a pen. The Senior Executive Service, or "SES" was created on September 19, 1979 during the Carter administration.
It was originally formed to professionalize career civil service, while attracting the nation's best and brightest in an effort to improve and moderate the management of the federal bureaucracy.
A position within the "SES" is considered the equivalent to general officer or the flag officer ranks in the U.S. Armed Forces. For that reason, they are often referred to as our "civilian generals."
The SES was to be a corps of non-partisan, career managers who serve as the executive management of federal agencies. Their job being to implement policy, not create it. At least it was until then President Obama changed that with a mere flick of his pen, making SES members nearly impossible to fire, once hired.
To say Obama's transformation of the SES into an army of political operatives was effective would be a gross understatement.
There are more than 2 million federal employees. And at the top of that pyramid are approximately 8,000 SES (Senior Executive Service) employees who service as the professional managerial class linking our political leaders to the civil service rank and file.
And Barack Obama as president, replaced more than 6,000 members of the 8,000-member SES during his 2 terms, assembling what became a stay-behind army of political operatives.

And it wasn't just a purge of patriots from governmental agencies. Obama's purge of the military was especially damaging to our national security, as he literally gutted the command structure of the U.S. military.
Cleaning out the filth from decades of infiltration and then Obama's embedded political operatives has been a long uphill battle in taking back our country and restoring our republic to making America great again.
All roads lead to Obama.

Looks to me like the cop got "enraged" and pulled a common tactic (body slam), but in his rage he didn't take into account how light the assailant was and that it was a child.
Kids have been fighting like this since I was in gradeschool, but we never had the cops do anything to us. Matter of fact, I don't even think we had an SRO onsite.
Cops have a horrible job and the fine line between restraining someone and causing them intentional harm makes it even more difficult.
Keeping your cool under assault is a big ask for someone worked as hard as they are for the little pay they get.
That doesn't excuse his actions, unfortunately for him.
I know this one is going to file a lawsuit. If he broke her ribs or killed her, he may find himself behind bars.
I feel sure that it will be found the threat didn't warrant the action. Cops are trained on TASERS and see in training how people on drugs etc., can take a TASER shot and keep going.
But when the assailant is a much smaller person, it's more likely that the force meted out by a big muscle bound cop will look extreme...and in this case it appears so.
In summation, so if there were no cops there, then this mob may have turned into a full on melee, so now that cops are there, they need to be extra careful. This has bad optics.
Restraint of the restrainer almost has become more important than restraining the threat. My grandfather was a cop....walked a beat in the red light district. They all carried 'billy clubs' and 'Flat Slappers' and were not afraid to use them.
As violence ratchets up, it puts more cops on the street and now that everyone has a camera in their pocket, they can get away with 'poor actions' less and less.
The reason they did the 'front porch' helo extraction was (what I heard) because when they did the test run, they found the heat shield on the bottom malfunctioned and instead of burning off, it glazed over, causing intolerable heat on the sides. They didn't fix it. This is why when Control people on the ground commented they praised the angle of decent ALOT. Any fluctuation in the angle and they would be cooked. If you watched, note the many rocket bursts used to control the aspect. I don't recall seeing that much action on any of the other landings.
@nicksortor I have issues with the Red Cross also. But I don't let it get in the way of the strategies our President may be using to clean up that agency.
