A combination of red tape and eye-watering costs (£20m+) are the only barriers.

There are 750,000 short leases in England and Wales (with possible 20-30% under-estimate, such is Land Reg data). Just been reviewing 60-odd lease extension cases. The incessant games, the try-on costs, the bullying of poorer leaseholders ... this is a wealth eroding racket the govt must succeed in ending.
