He draws his gun on a car that is reversing and turning away.
He stepped towards the car.
He moved his gun forward.
He shot the gun.
He was the escalator.
He knew he lacked jurisdiction to stop her, and drew his gun without cause.
He KNEW he committed a murder and he fled the scene.

There was no reason at this moment for him to draw his weapon.
His orders were NOT lawful, but even if they had been ignoring a lawful order does not authorize lethal force escalation.
It authorizes arrest or a referral to police.

A new angle has been released from home security video that clearly shows Renee Good did not attempt to run down the ICE agent that killed her. She was attempting to leave and the agent was not struck.
Republicans just pulled an all-nighter to pass a budget that will:
-strip healthcare away from 17 million Americans
-take food assistance away from 3 million Americans
-eliminate school meal access for 18+ million kids
-send energy costs soaring
-add $3.3 trillion to national debt
-substantially raise health care premiums for seniors with ACA coverage
