group 1 (1-6), the worst record picks first.
Every team gets a top 6 pick every 5 years.
This separates the draft from the record (removing tanking) but also helping bad teams
For the NBA tanking issue, the best solution is:
Group all 30 teams into 5 groups of 6 teams. Split the draft order into 5 drafting groups (1-6, 6-12, etc). Each team rotates through the drafting groups yearly. The order in that group is based on record
