DoPT order on MFCS is implemented partially in a lopsided manner so that IMD Gr-A can enjoy 𝗣𝗣𝗣 - Pay, Parks & Promotion granted in MFCS.
But unfortunately, the responsibility part of MFCS i.e. mandatory creative R&D is just omitted!

315 Gr-B employees received FIRST promotion of career after serving the nation literally over 25 YEARS!

In India: Article 16(1) provides to every employee otherwise eligible for promotion or who comes within zone of consideration, a fundamental right to be "considered" for promotion.
In Nigeria: Promotion is a at the discretion of the employer.

Lack of promotion in the Group-C & Group-B cadres is because IMD & MoES operate on the “Eyes Closed, Hands Out” method, meaning decision makers close their eyes and stick their hands out waiting for their payment.
This is IMD!
