The CIA just released a May 2001 memo revealing that George W. Bush was directly warned that Osama bin Laden was planning to hijack American airliners. And right on cue, people are going crazy with "Bush knew."

It’s easy to say that. But it completely misses the far more terrifying, uncomfortable truth about how the system actually breaks down. Even if Bush wanted to act on that memo, what could have been done?

There was no TSA. There were no hardened cockpit doors. There was no mass surveillance state. If a president had walked out to a microphone in May of 2001 and demanded those kind of sweeping, intrusive changes based on a vague threat assessment, we all would have called it an insane, authoritarian power grab. And quite frankly, we’d be right.

The intelligence was sitting right there on the desk, but no one in power could map it to a world where airliners became missiles… until that second plane hit.
