At @StateHouseKenya, H.E. President @WilliamsRuto assented to four key bills that will strengthen governance, improve public financial management, and enhance service delivery across the country.

1. County Governments Additional Allocations Bill, 2025
This law provides additional resources to county governments to boost frontline services, including healthcare, industrial parks, and essential infrastructure. It strengthens devolution by ensuring counties have the financial support needed to deliver on their mandates.

2. Capital Markets (Amendment) Bill, 2025
This amendment modernizes the regulatory framework for Kenya’s capital markets. By removing rigid ownership limits and empowering flexible regulation, it aims to attract more investment, deepen our financial markets, and support private sector growth.

3. Provisional Collection of Taxes and Duties (Repeal) Bill, 2025
This repeal aligns tax administration with constitutional requirements, ensuring that taxes are only collected once the law is fully enacted. It brings greater certainty, transparency, and fairness in how taxes and duties are introduced.

4. Government-Owned Enterprises Bill, 2025
A landmark reform that transforms how commercial state corporations are governed. It introduces professional, merit-based oversight; strengthens accountability; and ensures state enterprises operate sustainably while delivering value to the public.

But we have just laid the foundation and we cannot sit on our laurels. To push our transformation to the next level, we must invest massively in science, technology, and engineering education, and produce graduates with practical skills, knowledge and competencies to power our progress.

For years, the talent-rich Nyanza Region has endured neglect in sports infrastructure, forcing many promising athletes to train and compete in inadequate facilities.

This is now changing under H.E. President @WilliamsRuto's deliberate investment in sports and talent development, which seeks to nurture youth potential and spur regional growth through modern infrastructure.

Construction of the Migori Stadium in Migori County commenced in July 2025.

The 10,000-seater facility is steadily taking shape, with work ongoing on the northern, eastern and VIP wing structures.

The terraces are being developed and red soil is being laid on the football pitch in preparation for turfing.

The stadium will feature a standard football pitch, a VIP pavilion and a running track, transforming it into a modern sporting arena for both local and national events.

During his first official visit to my office, I held a consultative meeting with Dr. Jean-Luc Stalon, the newly appointed United Nations Development Programme (@UNDP) Resident Representative.

I welcomed him to Kenya, acknowledging the strong partnership between the Government of Kenya and the UNDP.

We discussed the need to deepen cooperation in implementing key reform reports, strengthening the capacity of National Government Administrative Officers (@ngaosKE), enhancing disaster response, supporting the rollout of the automated information management system, advancing the climate–security programme under the National Climate Change Security Risk and Prevention (NCCSRP) framework and mobilizing resources for the implementation of Kenya's Peacebuilding Architecture Report.
