THE MINISTRY OF DEFAULT EXPLAINS
Lesson 1: How France actually borrows money
France does not walk into a bank and ask for a loan. It sells IOUs to the market, every week, in public.
1. The borrower
The Agence France Trésor (AFT) runs the state's debt. Its 2026 plan: €310 billion of medium and long term bonds, net of buybacks. That is about €850 million per day, weekends included.
2. What it sells
• OAT: bonds from 2 to 50 years. Fixed coupon every year, principal back at maturity.
• BTF: bills under 1 year. No coupon. You pay less than 100 today, you get 100 at maturity. The gap is your interest.
• OATi / OAT€i: bonds indexed to inflation. The principal grows with prices.
3. How it sells
Auctions. BTF every Monday. Long term OAT on the first Thursday of the month, medium term on the third Thursday. Only a club of about 15 banks, the primary dealers (SVT), can bid directly. They resell to insurers, pension funds, central banks, and eventually your savings.
Last Thursday, Oct 1: €12 billion of long term OAT sold in one morning.
4. The rule everyone forgets
Price and yield move in opposite directions. A 10 year OAT paying 3%, bought at 100, yields 3%. If the market now demands 4%, nobody pays 100 for your 3% coupon. Its price falls to about 92.
5. Why it matters today
French 10 year yield on Oct 6: 4.75%. Germany: 3.48%. Italy: 4.54%.
The gap with Germany (the "spread") is about 127 basis points. That is the extra rent markets charge France for being France.
And yes, Italy now borrows cheaper than we do.
Every OAT sold at these rates locks in that cost for 10, 20 or 30 years. Today's yield is tomorrow's taxpayer bill.
