JUST IN: Witness to the Minneapolis shooting tells CNN that an "ICE convoy" was stuck in the road and the woman who was shot blocked traffic so "they couldn't progress."

The witness blasted ICE, calling them "children."

"I heard whistles, which is a common sign that ICE is nearby."
