@ShivrattanDhil1 No, it has not been reduced. Sometimes, improper mixing occurs, and the sample you collected may not be representative. Also, the guideline states that petrol can contain up to 20% ethanol; it does not mean that every sample or every drop must contain a minimum of 20% ethanol.

Also why additional special trains are running/started without proper planning ? Why bunching is not incorporated at planning stage ? This is sheer lack of competency of concerned officials.
