The director of the Witcher 4 is Sebastian Kalemba, he was rhe Head of Animation for the Witcher 3. You need to go look up the actual development team for the Witcher 4. Many of the Witcher 3 devs are still on it.

The plan for Ciri to take over has been in place since the Witcher 3, which was actually put in place by the original devs. They moved on to the next natural successor, which was Ciri.
