There is one blindspot of reservations almost nobody talks about. What happens to the students who miss the cutoff just by a whisker? What if they were given a Need-based Education Scholarship as a compensatory mechanism?
Think about students who miss a government medical/engineering seat by mere 5, 10, or 20 marks. Not because they lack talent or didn't work hard. But because they were competing for only a handful of seats as more than half the seats were reserved.
If their family is poor or even middle class, private colleges aren't really an option. Especially in MBBS, where fees can be in crores.
And then there is the enormous psychological pressure these students face when they miss their dream by a whisker but see those around them move forward. These are the people who may take drastic steps when they see no viable path forward.
So why can't the government create a Need-based Education Scholarship for such GC students?
If a student:
• performs competitively in NEET/JEE or another national entrance exam
• narrowly misses the General Category cutoff
• and cannot afford private education
the government could fund their education in an accredited private institution (subject to a reasonable fee cap to avoid abuse by private institutions).
Talent doesn't become useless simply because someone missed the cutoff by a small margin. This will ensure that lack of funds doesn't turn a near-miss into the end of the road!
Maybe it's time we started talking about this as a serious compensatory mechanism of reservation.

आरक्षण-राजनीति का पिंजड़ा तोड़ पल👌
मैं फिर से कहूँगा कि @neha_laldas जैसे हैंडल्स ने आरक्षण जैसे गंभीर और जटिल मुद्दे पर साफ़गोई और तार्किक तरीक़े से बात रखते हुए एक नई मुहिम को जन्म दे दिया है। ये पहल किस दिशा में कहाँ तक जाएगा ये कहना किसी के लिए संभव नहीं, पर इन लोगो की मुहिम ने आरक्षण विषय को न सिर्फ़ अस्पृश्यता के दायरे से बाहर निकाला बल्कि इसके ढाँचे में बदलाव की ज़रूरत को भी ख़ास जनता तक पहुँचा दिया है।
ये भारतीय विमर्श में आरक्षण-राजनीति का पिंजड़ा-तोड़ पल है।
बात ओबीसी वर्गीकरण पर हो रही है।
बात एससी वर्गीकरण की हो रही है।
बात एसटी वर्गीकरण और उसे फिर से परिभाषित करने की हो रही है।
क्रीमी लेयर सिद्धांत को सही से लागू और फिर से परिभाषित करने की हो रही है।
क्रीमी लेयर सिद्धांत को एससी एसटी में जोड़ने की हो रही है।
ओबीसी एसटी ब्लॉक में सिर्फ जातियों को डालने की नहीं बल्कि उसमे से निकालने की भी बात हो रही है।
ओबीसी में मुस्लिम आरक्षण की समीक्षा की भी बात हो रही है।
दलित मुस्लिम और दलित क्रिश्चियन के नाम पर एससी में घुसने की लालसा को भी तार्किक तरीके से नकारा जा रहा है।
50% की सीमा को न लांघने देने की बात हो रही है।
आरक्षण कहीं रोलबैक नहीं होने वाला, पर यदि इन सभी बिंदुओं पर काम हो गया तो आरक्षण-राजनीति को ज़ोरदार धक्का दिया जा सकता है, जो भारत और हिंदू समाज के एकीकरण के लिए अहम है।
मैं इस मूवमेंट से नहीं जुड़ा, पर ऊपर लिखे सभी बिंदुओं पर मेरा कन्विक्शन भी है और सैद्धांतिक सहमति भी।

@pvsubramanyam BJP’s record is not one of reducing reservation. It has expanded reservation, extended OBC access into additional institutions (OBC quota in medical All India Quota and KVs + Navoday). Even the VP Singh government which brought Mandal was supported by BJP.

इस तर्क से प्रभावित होने की जरूरत नहीं है कि अधिकांश राज्यों की OBC सूचियों में OBC का उप-वर्गीकरण पहले से ही मौजूद है और कुछ राज्यों ने अनुसूचित जातियों (SC) के भी उप-वर्गीकरण की प्रक्रिया शुरू कर दी है। फिर इसे एक मुद्दे के रूप में इतना उछालने की जरूरत क्यों पड़ रही है?
क्योंकि…
असल निर्णायक राजनीतिक औजार केंद्रीय सूचियों में उप-वर्गीकरण है, अर्थात् केंद्र सरकार की नौकरियों और केंद्रीय शैक्षणिक संस्थानों में लागू होने वाला उप-वर्गीकरण।
याद रखिए कि OBC, SC और ST जैसे जातीय समूहों के भीतर की राजनीति को कौन संचालित करता है! इन बड़े सामाजिक समूहों के भीतर के सबसे प्रभुत्वशाली और प्रभावशाली समूह। यही समूह सरकारी सेवाओं और संस्थानों, विशेषकर केंद्रीय स्तर पर, मिलने वाले अवसरों और लाभों के प्राथमिक लाभार्थी भी रहे हैं। इसलिए इन बड़े सामाजिक समूहों के भीतर किसी भी प्रकार का पुनर्वितरण होना स्वाभाविक रूप से भीतर से वास्तविक राजनीतिक संघर्ष को जन्म देगा।
आपको याद होगा कि 1990 में मंडल आयोग की सिफारिशें लागू होने से बहुत पहले ही अनेक राज्यों में OBC आरक्षण मौजूद था। लेकिन वास्तविक अर्थों में OBC राजनीति तब निर्णायक रूप से उभरी, जब केंद्र स्तर पर 27% OBC आरक्षण लागू हुआ - UPSC, केंद्रीय सेवाओं, निर्णय-निर्माण से जुड़ी नौकरियों, प्रतिष्ठा और सामाजिक हैसियत के प्रतीकों तथा अंततः वास्तविक सत्ता तक पहुंच के संदर्भ में। विभिन्न जातियों ने इसे OBC सामाजिक समूह के भीतर अपने हितों के संदर्भ में आत्मसात किया। और जनरल केटेगरी भी तभी सड़को पर आया।
इसलिए उप-वर्गीकरण की मांग मूलतः केंद्रीय स्तर पर उप-वर्गीकरण लागू करने की मांग है।
OBC के केंद्रीय स्तर पर उप-वर्गीकरण की संभावनाओं की जांच के लिए ही रोहिणी आयोग का गठन किया गया था। केंद्रीय OBC सूची को चार या पांच उप-समूहों में विभाजित कर दीजिए और देखिए कि इसके इर्द-गिर्द वास्तविक राजनीति किस तरह सामने आती है। लेकिन आयोग की सिफारिशें अभी तक लागू नहीं की गई हैं।
यही तर्क SC और ST पर भी लागू होता है। कुछ राज्यों ने SC के उप-वर्गीकरण की प्रक्रिया शुरू की है, लेकिन केंद्र सरकार ने SC/ST के उप-वर्गीकरण के लिए अभी तक कोई एकरूप राष्ट्रीय ढांचा तैयार नहीं किया है। परिणामस्वरूप, एक राज्य में दो-स्तरीय विभाजन हो सकता है, जैसे हरियाणा में, जबकि दूसरे राज्य में तीन-स्तरीय विभाजन हो सकता है, जैसे तेलंगाना में।
इस प्रकार की भिन्नताएं केंद्र सरकार की सेवाओं, अखिल भारतीय सेवाओं (All India Services) और केंद्रीय उच्च शिक्षण संस्थानों में एक समान “आरक्षण के भीतर आरक्षण” (quota within quota) व्यवस्था लागू करना अत्यंत कठिन बना देती हैं।
इसलिए, अंततः उप-वर्गीकरण की मांग केवल राज्यों में पहले से मौजूद व्यवस्थाओं को दोहराने की मांग नहीं है। यह इन बड़े सामाजिक समूहों, OBC, SC और ST, को केंद्रीय स्तर पर उप-विभाजित करने की मांग है, क्योंकि जाति-आधारित राजनीति की सबसे गहरी और सबसे निर्णायक राजनीतिक कमजोरियां और अंतर्विरोध वहीं मौजूद हैं।
