The people who have dedicated their lives to public education represent every corner of our commonwealth. They belong to both political parties, they have diverse experiences and they know that education policy doesn't have to be partisan – it's about what's best for our kids.
So I guess the message here from Republicans is that there are no rules in the legislature with regard to the number of readings a bill must have to pass, so therefore no rules were waived. I remember a pension ruling of the Kentucky Supreme Court that seemed to disagree.
