First third of the chart, see the number of RSI highs with pullbacks on gold running into its ATH.
None of the RSI highs were sell signals on any reasonable timeframe.
Price is the dog, Indicator [RSI or other] is the tail, the mechanism is what ever price based maths formula you want, which will time lag.
The tail wag's because the dog is happy to see you, not because the tail is specifically happy.
You become what you focus on, don't stare at tails, you will always be late.

The paper isn't technically difficult, but has large consequences in forecasting: even if you forecast in the Gaussian domain, the future has thicker tails than the Gaussian.
