But because as a primary strategy, as the main arena where political energy gets spent, it has a specific and devastating property:
It resets every two to four years.
Every cycle, the energy, the money, the organizing capacity, the public attention gets funneled into a binary choice between two candidates who were filtered before you ever saw them through a process controlled by institutions that have a structural interest in ensuring neither choice threatens the fundamental architecture.
And then it resets.
And the next cycle begins.
And the energy that built up, that might have gone into durable institutions, durable networks, durable local power, that energy was spent.
And it was spent on a choice between two options neither of which represented what the people who worked hardest for them actually needed.
The system wants your political energy in the electoral room.
The question is what you're building in all the other rooms while the election is happening.

Another of Project Coast’s crimes, and its mastermind, Wouter Basson. There are so many.
In the late 1980s and early 1990s, Project Coast used recreational drugs in efforts to fracture families, deepen social decay, chemically pacify rising political rebellion and destabilise communities by flooding Black and Coloured townships with drugs.
It manufactured methaqualone, the active ingredient in Mandrax, in enormous quantities. There was testimony that Basson offered 100 000 Mandrax tablets to a clandestine SANDF operative to sell for R10 a tablet.
There was also testimony from people involved in the drug trade and criminal syndicates that Basson supplied them with drugs to sell for profit.
Nowhere are the consequences more evident than on the Cape Flats, where the state-backed supply chain permanently altered the landscape by helping establish powerful, militarised gang networks that to this day cannot be quashed and continue to terrorise communities.

History is society’s anchoring point for what needs repair. 30 years is a very short time in history. Apartheid’s victims still live. Its perpetrators still live. Its teachings are now being told to audiences in glittering theatres, gaining new supporters and adherents.
Wouter Basson ought to have been prosecuted when the Constitutional Court found that the lower courts had erred in quashing six of the charges against him and reinstated them, although the people who witnessed these crimes are now in their sunset years or deceased.
The idea that his hands are clean because he was “acquitted”? No.
He was given a free pass by a gun-shy NPA that had botched the initial prosecution.
And so here we are. Here we are today: a depraved apartheid-era monster thrown in our faces.

When a country chooses a political system you disagree with, you compete with it through example.
When a country is suffering, you offer aid without conditions designed to restructure their economy in your favor.
This is not a radical program.
It is the application of the values America claims, self-determination, rule of law, democratic legitimacy, human dignity, to people who are not American citizens.
The fact that this reads as idealistic, even naive, tells you everything about how completely exceptionalism has replaced values in actual practice.
The values were never the policy.
They were the justification for the policy.
There is a difference.
And the people on the receiving end of the policy have always known it.
