Kaduna State, UNICEF Strengthen Partnership Through Evidence Based Planning for Sustainable Development
The Kaduna State Government, in partnership with the United Nations Children's Fund (UNICEF), has reaffirmed its commitment to data driven governance and sustainable development through a two day State Level Consultation, Evidence Synthesis and Prioritisation Exercise.
The exercise brought together government institutions, development partners, civil society organisations, technical experts and other key stakeholders to review existing data, assessments and programme experiences with the aim of identifying priority interventions that will improve the lives of children, families and vulnerable populations across Kaduna State.
The evidence synthesis session focused on analysing available sector data and programme outcomes to better understand current realities, identify underserved communities and determine interventions capable of delivering the greatest impact. Participants also validated key findings and agreed on strategic priorities that will guide future policies, programmes and investments.
Speaking during the consultation, the Commissioner for Planning and Budget, Mukhtar Ahmed Monrovia, highlighted the long standing partnership between Kaduna State and UNICEF, noting that the collaboration has continued to strengthen public systems and improve service delivery across critical sectors.
He explained that UNICEF's interventions in Kaduna have significantly supported improvements in education, healthcare, nutrition, water, sanitation and hygiene (WASH), as well as child protection, contributing to better outcomes for citizens.
According to the Commissioner, evidence based planning remains central to Governor Uba Sani's development agenda, ensuring that government decisions are guided by credible data, resources are efficiently allocated and interventions are targeted at areas of greatest need.
He noted that the state's experience in health financing, education planning and public service delivery demonstrates how reliable data can help identify development gaps and shape effective policies that deliver measurable results.
Discussions during the consultation also highlighted the need for sustained investments in primary healthcare, improved health financing and stronger social protection mechanisms to safeguard vulnerable households.
Stakeholders further identified access to safe drinking water, improved sanitation facilities and the promotion of proper hygiene practices as key priorities for improving public health and enhancing the wellbeing of communities across Kaduna State.
The consultation reaffirmed Kaduna State Government's resolve to work closely with UNICEF and other development partners to strengthen evidence based planning, improve coordination and implement impactful programmes that will accelerate sustainable development and improve the quality of life for all residents.
Residents of Zaria and Sabon Gari councils described Governor Uba Sani’s road and bridge projects as transformative, boosting agriculture, livelihoods, education, healthcare and markets.

As part of our unwavering commitment to confronting the longstanding challenges of environmental degradation, flooding, and gully erosion, I had the honour of performing the groundbreaking ceremony for the ₦34 billion Rigasa/Tudun Wada Flood and Gully Erosion Control Project, alongside the presentation of over ₦2 billion in compensation cheques to Project Affected Persons. This important intervention reflects a fundamental principle that guides our administration: that development must not only deliver progress, but must also uphold justice, compassion, and respect for human dignity.
Spanning approximately 17 kilometres, this project offers a lasting and transformative response to the persistent flooding and gully erosion that have brought hardship and destruction to the people of Rigasa and Tudun Wada for decades. Through a carefully structured Resettlement Action Plan, we are supporting more than 1,200 Project Affected Households, ensuring that in the pursuit of collective progress, no citizen bears an unjust burden.
Upon completion within the next 18 months, this intervention will substantially reduce flood risks, stabilise erosion-prone areas, safeguard homes and critical public infrastructure, preserve livelihoods, and strengthen climate resilience. More importantly, it is expected to directly and indirectly impact over two million people, advancing our broader vision of environmental sustainability and inclusive development across Kaduna State.
I deeply appreciate the cooperation and understanding of the affected communities and urge contractors to uphold the highest standards of professionalism, quality, and accountability. Together, we are building a safer, greener, more resilient, and more prosperous Kaduna State for generations to come.

*Kaduna Strengthens Education Planning Through Data Validation Exercise*
As part of efforts to improve access to quality education and ensure that no child is left behind, the Kaduna State Government has commenced the validation of the 2025/2026 Annual School Census (ASC) and the Out of School Children (OOSC) Mapping Report.
The exercise, organised by the Kaduna State Ministry of Education in collaboration with the Kaduna State Bureau of Statistics (KDBS), is aimed at reviewing and validating data collected from schools and communities across the state to ensure its accuracy, reliability, and completeness for effective policy formulation and planning.
The validation exercise brought together key stakeholders from the education sector, including government agencies, development partners, Local Government Education Authorities (LGEAs), school administrators, and data management experts to collectively assess the findings and strengthen the credibility of the reports.
Speaking at the event, the Commissioner for Planning and Budget Commission, Mukhtar Ahmed Monrovia, described the Annual School Census as a critical tool for evidence based planning. He explained that the census provides comprehensive and up to date information on school enrolment, teachers, infrastructure, learning facilities, and other key indicators required to guide education policies and targeted interventions.
According to him, the validation exercise is intended to verify the accuracy and consistency of the data collected, identify gaps and challenges, and ensure that the final reports provide a dependable basis for decision making.
Also speaking, the Chairman of the Kaduna State Universal Basic Education Board (KADSUBEB), Mubarak Mohammed, emphasised the importance of credible data in transforming the education sector.
He noted that the Annual School Census covers both public and private schools across Kaduna State, generating vital information on enrolment, classrooms, teachers, school facilities, and locations. He said the validated data will support effective planning, resource allocation, monitoring, and the implementation of education programmes that respond to the needs of learners across the state.
Representing the Commissioner for Education, the Director of Planning in the Ministry of Education, Salisu Baba Lawal, said the Out of School Children Mapping exercise is focused on identifying children who are currently outside the formal education system and understanding the underlying factors responsible for their exclusion.
He said the collaboration between the Ministry of Education and the Kaduna State Bureau of Statistics reflects the unwavering commitment of the Governor Uba Sani administration to using credible data to improve access, equity, and the quality of education across Kaduna State.
He added that once validated, the reports will provide a solid foundation for evidence based decision making and the implementation of targeted interventions aimed at ensuring that every child in Kaduna State has the opportunity to access quality education, in line with Governor Uba Sani's people centred development agenda.
