The Uganda Land Commission (ULC) is participating in the FIG Congress 2026 in Cape Town, South Africa, one of the world’s leading global forums bringing together experts, policymakers, researchers, and practitioners in land administration, surveying, valuation, spatial planning, and sustainable development.
The ULC delegation is headed by Mr. Andrew Nyumba, Secretary to the Commission and Mr. Denis Musinguzi (Principal Land Officer).
At the Congress, Uganda Land Commission is representing Uganda through presentations and knowledge-sharing on critical issues relating to land governance and tenure security.
The Commission is presenting papers on:
📌 Reconciling Uganda’s Land History: The Uganda Land Commission and the Pursuit of Equitable State Land Management and Restitution – highlighting Uganda’s historical land governance trajectory, institutional reforms, restitution mechanisms, and the role of the Uganda Land Commission in promoting equitable access to land and tenure security.
📌 Tenure Transformation Through the Land Fund: An Evaluation of Outcomes and Challenges in Uganda – A Case Study of Selected Districts in Western Uganda – examining the contribution of the Land Fund towards strengthening tenure security, reducing land conflicts, promoting investment, and improving livelihoods among beneficiaries.
Participation in FIG Congress 2026 demonstrates Uganda Land Commission’s commitment to promoting global knowledge exchange, learning from international best practices, and strengthening land governance systems that support sustainable development and inclusive growth.
The Commission remains committed to advancing secure land rights, effective management of government land, and innovative approaches that contribute to social and economic transformation in Uganda.

Mr. Kasenge Tom John Fisher stresses that improved land administration and revenue collection enhance service delivery and ensure government land benefits both the state and citizens.
UPDATE: The Uganda Land Commission has established a comprehensive government land inventory to create a complete and verified digital record of all government land. According to Denis Musinguzi, Principal Land Officer at the Commission, the initiative aims to address widespread encroachment on government land. He urges all individuals who have illegally settled on government property to vacate before the Commission is forced into conflict with them.
