Longpi, Manipur | September 13, 2026: Two Kuki civilians, identified as Julie Gangte and Thangvel Gangte, residents of Sempat Village, were killed in an armed ambush near Longpi Vengthah.

According to information received, the victims were among three youths who were transporting rice supplies when they were attacked by armed cadres of the NSCN-IM.

Julie Gangte and Thangvel Gangte were reportedly shot dead in the attack, while another female companion who was travelling with them remains missing.

The incident has sparked renewed concerns over the safety of civilians in the area amid continuing armed violence in Manipur. The reported targeting of unarmed civilians, including women, has also drawn condemnation and calls for accountability.

CONCERNS REGARDING ALLEGED FAKE ENCOUNTERS AND THE AWARD OF GALLANTRY HONOURS

India's third-highest peacetime gallantry award is conferred upon Armed Forces and security personnel for displaying extraordinary bravery, courageous action, or self-sacrifice during counter-insurgency operations, anti-terror missions, or non-wartime duties outside direct wartime combat with the enemy.

1. Case of Assistant Commandant Vipin Wilson, CRPF
On November 11, 2024, in Borobekra, Jiribam, Assistant Commandant Vipin Wilson led a CRPF QAT operation during which 10 Kuki-Zo volunteers were killed. The incident was investigated by the National Investigation Agency and the Government of Manipur. Several media organizations condemned the incident, and the post-mortem report from Silchar Medical College and Hospital stated that the deceased were "shot in cold blood from behind." Despite these allegations, AC Vipin Wilson was subsequently conferred the Shaurya Chakra.

2. Case of Lieutenant Colonel Maneo Francis, 21 PARA (SF)
On June 26, 2026, personnel of 21 PARA (Special Forces) and Assam Rifles allegedly shot dead an unarmed civilian, Lenminsang, in Songkong Village, Henglep Sub-Division. The Hon’ble MLA of Henglep, Pu Letzamang Haokip, along with various civil society organizations and the bereaved family, filed an official complaint alleging a staged encounter. The matter is currently under investigation by the Manipur Police and relevant central agencies.
Meanwhile, Lt. Col. Maneo Francis was conferred the Shaurya Chakra during this period.

Conclusion
The conferment of gallantry awards amid pending investigations into serious allegations raises critical concerns about due process and institutional credibility. The central question that arises is: who will be the next victims in order for another officer to be recommended for the Shaurya Chakra on Republic Day or Independence Day? Such developments are deeply regrettable and risk undermining the sanctity of the award and the institutions it represents.
