In return for prohibiting pursuit of nuclear weapons, the NPT, through its Article IV, explicitly grants non-nuclear-weapons states the "inalienable right" to develop nuclear energy for peaceful purposes, including the "nuclear fuel cycle" — specifically uranium enrichment.

Today, Germany, the Netherlands, Japan and Brazil operate active uranium enrichment programs, including maintaining enriched uranium stockpiles. Brazil enriches uranium to a higher level than the other three states for a nuclear-powered submarine program, consistent with the NPT allowing enrichment even for naval propulsion.

Yet the dealbreaker in the U.S.-Iran talks was the U.S. insistence that Tehran agree to permanently stop enriching uranium under IAEA safeguards to even less than 5% purity.

The plain fact is that zero enrichment is not required to prevent Iran from building the bomb, as long as IAEA inspectors are monitoring Iranian compliance with its safeguards agreement.
