My attention has been drawn to a post which I consider as a total manipulation of facts. Firstly, I am now in Kigali, #Rwanda. Today, I participated in a plenary session of the @Rwandasenate , @RwandaParliamnt as a Member of the Senate. Secondly, the claims suggested in these delusional posts that I am in the USA meeting Mr Thomas and Mr Paul plotting violent acts hold no truth whatsoever. Thirdly, neither myself nor the @DemGreenPartyRw , which I lead, share any political orientation with the two men. I would like to remind everyone that our political party is rooted in the principal of nonviolence, which we share with the Global Greens movement. 1. A la suite des appels renouvelés en faveur d’un cessez-le-feu, l’AFC/M23 réaffirme son engagement à mettre en œuvre, sans délai et de bonne foi, le mécanisme convenu dans le cadre du processus de Doha. Cette démarche s’inscrit dans une logique de responsabilité politique et de volonté sincère d’aboutir à un règlement négocié, durable et inclusif du conflit.
2. Toutefois, l’AFC/M23 dénonce la stratégie de fragmentation diplomatique du regime illégitime et corrompu de Kinshasa, caractérisée par la multiplication de cadres et d’initiatives parallèles, en marge d’un processus centralisé et consensuel. Une telle démarche compromet la cohérence des efforts de médiation, affaiblit la crédibilité des engagements pris et risque de différer l’émergence d’un règlement politique sérieux et durable.
3. Par ailleurs, en contradiction manifeste avec sa récente annonce d’adhésion à l’appel au cessez-le-feu, le régime de Kinshasa démontre, par des faits vérifiables sur le terrain, la poursuite d’actes de belligérance caractérisés. Les offensives menées contre des localités densément peuplées, le recours à des mercenaires, ainsi que les bombardements indiscriminés affectant des populations civiles sans défense, traduisent un choix assumé de l’escalade militaire, en rupture totale avec l’esprit et la lettre des engagements publics pris.
4. Pour l’AFC, la prétendue acceptation par Kinshasa du principe de cessez-le-feu ne constitue qu’une manœuvre de communication et une tentative de manipulation destinée à tromper l’opinion nationale et internationale, à se soustraire à ses responsabilités et à masquer la poursuite d’une stratégie résolument militariste.
5. Enfin, l’AFC s'inquiète de l’attitude du président burundais et président entrant de l’Union africaine, attitude qui contribue à la persistance de violences ciblées contre les communautés banyamulenge. Elle appelle, à ce titre, la communauté internationale ainsi que les institutions continentales à assumer pleinement leurs responsabilités, en exerçant une vigilance soutenue afin de prévenir toute escalade et d’éviter une aggravation des tensions ethniques et de la crise humanitaire dans la région.

La prise d’UVIRA par l'AFC/M23 a d'importantes conséquences. ENGLISH BELOW
À l’instar du système de gouvernance mis en place par l’AFC/M23 après la prise de Goma et de Bukavu, il est probable qu’après quelques jours de flottement, l’ordre revienne à Uvira et que les exactions cessent. La population ne sera plus soumise à l’arbitraire des FARDC (armée congolaise) et des Wazalendo.
Les déplacés et, peut-être, les réfugiés du Sud-Kivu au Rwanda (que j’ai visités l’année dernière dans les camps du HCR) vont pouvoir rentrer chez eux.
Si, après des mois d’hésitations, le M23 s’est décidé à prendre Uvira, c’est suite aux attaques incessantes, notamment aériennes, des FARDC et des Wazalendo sur les populations du Sud-Kivu, en particulier les Banyamulenge.
Sur le plan économique, la prise d’Uvira change la donne. Par le lac Tanganyika, l’AFC/M23 va désormais avoir accès aux ports de Kigoma en Tanzanie et Mpulungu en Zambie. Ce qui ouvre un potentiel économique important pour l’Alliance Fleuve Congo.
La prise d’Uvira est évidemment un revers pour le régime de Félix Tshisekedi à Kinshasa. Mais le centre économique du pouvoir reste au Katanga et, tant que ce dernier reste aux mains du milliardaire parvenu de Kin, il est peu probable que le régime s’effondre. Lubumbashi est encore à plus de mille km d’Uvira. Entre les deux, il y a Kalemie.
En attendant, selon un scénario connu, il faut s’attendre aux gémissements de la "communauté internationale" (le ministre belge Maxime Prévot a commencé dès hier soir) et à des pressions supplémentaires.
Rappelons que offensive reste surtout guidée par des considérations sécuritaires locales : venir au secours de populations bombardées, assassinées et discriminées par le régime de Kinshasa, censé protéger ses citoyens.
C’est bien beau de faire des communiqués condamnant l’offensive, mais il aurait d’abord fallu condamner – et empêcher par des pressions sur Kinshasa – la violence exercée depuis des mois sur les populations locales dans l’indifférence quasi générale.

ENGLISH - The capture of UVIRA by the AFC/M23 has significant consequences.
As with the system of governance established by the AFC/M23 after the capture of Goma and Bukavu, it is likely that after a few days of uncertainty, order will return to Uvira and the abuses will cease. The population will no longer be subject to the arbitrary actions of the FARDC (Congolese army) and the Wazalendo.
The displaced persons and, perhaps, the refugees from South Kivu in Rwanda (whom I visited last year in the UNHCR camps) will be able to return home.
If, after a year of hesitation, the M23 decided to take Uvira, it was in response to the relentless attacks, particularly from the air, by the FARDC and the Wazalendo on the populations of South Kivu, especially the Banyamulenge.
Economically, the capture of Uvira is a game changer. Via Lake Tanganyika, the AFC/M23 will now have access to the ports of Kigoma in Tanzania and Mpulungu in Zambia. This opens up significant economic potential for the Alliance Fleuve Congo.
The capture of Uvira is obviously a setback for Félix Tshisekedi's regime in Kinshasa. But the economic centre of power remains in Katanga, and as long as it remains in the hands of the upstart billionaire from Kin, it is unlikely that the regime will collapse. Lubumbashi is still more than 1000 km from Uvira. Between the two lies Kalemie.
In the meantime, according to a familiar scenario, we can expect complaints from the ‘international community’ (Belgian Minister Maxime Prévot began last night) and additional pressure.
Let us remember that the offensive remains primarily guided by local security considerations: to come to the aid of populations bombed, murdered and discriminated against by the Kinshasa regime, which is supposed to protect its citizens.
It is all very well to issue statements condemning the offensive, but first it would have been necessary to condemn – and prevent – the violence that has been inflicted on local populations for months amid almost total indifference.
