The Federal Election Commission ordered former California congressman Eric Swalwell to return all donations from his bid for governor after he dropped out of the race.
The FEC told him to refund $30,075 from 16 donors or face an audit and possible enforcement action. Candidates must return contributions if they leave a race, and general election funds cannot pay primary debts. Swalwell returned some donations but not all, with refunds due by July 20.
He dropped out in April after facing sexual assault allegations, which he denies, along with a House ethics probe. His campaign collected donations until his April 13 resignation, including large sums from PACs and individuals, plus nearly $460,000 in unitemized contributions on April 18.
Swalwell used campaign money to pay his attorney at least $313,000 and a Democratic media firm more than $600,000. He resigned from Congress the day after ending his governor campaign.
In the special election to fill his House seat, Democratic state Sen. Aisha Wahab advanced to the Aug. 18 runoff, with Democrat Melissa Hernandez in second place as votes were counted. The district heavily favors Democrats.
