The agreement on €6.6 billion under the European Peace Facility turns European solidarity into concrete defence capabilities for Ukraine.

€900 million will support EUMAM Ukraine, €1 billion will finance new joint procurement of military equipment, and €4.7 billion will reimburse Member States for previous military assistance.

We welcome the readiness of Member States to channel these reimbursements into further support for Ukraine. This is how every decision can generate the next round of military assistance.

Russia is trying to intimidate Europe into stepping back. Europe is doing the opposite: strengthening its defence, supporting Ukraine and investing in our shared security.

Russians have killed a boy in Kyiv. He will remain 14 years old forever. The child was at home when the capital was attacked by a drone, yet even his own home could not keep him safe. Russian aggression is so ruthless that it is becoming increasingly difficult for Ukrainians to speak of any place as safe. Russians strike everything: medical and educational facilities, shops, residential buildings, and business centers. It is easier to list what they haven’t hit yet. We must defend ourselves, but our efforts are not enough without the support of our international partners. I urge the world not to remain silent. Today, someone’s 14-year-old son was killed in Kyiv. Tomorrow, another child could come under attack. This must not become just another statistic for the world.

There are 15 members of the UN Security Council. 14 support, in some way or another, an immediate ceasefire. Including four permanent members.

Only one state blocks an end to hostilities. And it is the aggressor itself.

Russia vetoes not just a ceasefire. Russia vetoes peace. Putin could have ended this war long ago. But he chooses daily escalation.

This war has to stop. Ukraine wants to end it now — not later. We are ready for a full, unconditional ceasefire. Ready for ceasefires on energy and food. Ready to stop right now, right here.

We were not the ones who started it. We were invaded. We keep on fighting — defending our home.

We must stop this war now. Before Putin enters your home. He is already at the entrance.

This is not a Ukrainian war. Not even a European one. It is a global threat. Preventing the worst scenario depends on everyone in this room, and beyond it.

I welcome the important agreement between EU Member States that opens the way for releasing the €6.6 billion of EPF funds.

Today’s long-awaited agreement means more military support, equipment and training for Ukraine, while strengthening Europe’s security.

This is a timely response to Moscow’s escalation. Every Russian attempt to intimidate Europe should result in the opposite of what Moscow seeks — a stronger Ukraine and a stronger Europe.

EU Member States have agreed on the terms for releasing €6.6 billion European Peace Facility funds for Ukraine.

That’s good news for Ukraine and bad news for Russia.

€900 million are for the EU’s Military Assistance Mission for Ukraine. €1 billion will fund new joint procurement of equipment. And €4.7 billion will reimburse Member States, with some already saying they will channel their share to Ukraine.

Moscow’s hybrid attacks try to intimidate Europe into scaling back its support for Ukraine. Europe is doing the opposite.

Another terrible night of Russian terror, including jet-powered Shahed drones.

A 14-year-old child was killed in his home, and 20 people were injured in Kyiv.

This time Russia also struck the headquarters of Ukraine’s High Council of Justice, a part of the country’s justice system.

The world should never become used to this terror. These crimes will not go unpunished, and justice will prevail for everyone who has suffered.

Russia’s disregard for justice does not mean it should not be held accountable. It must be and it will be.

We can achieve this only with the continued support of our partners: more missile interceptors, stronger sanctions, and sustained pressure on Russia.

I also had a number of fruitful pull-asides with my colleagues from Iceland @thorgkatrin, Belgium @prevotmaxime, Estonia @Tsahkna, Finland @elinavaltonen and the Netherlands @ministerBZ, as well as EU High Representative @kajakallas, on the sidelines of #UNGA81.

I briefed my colleagues on Russia’s continued attacks against Ukrainian cities, the battlefield situation, and our ongoing peace efforts. We also discussed the situation in the Black Sea, Russia’s growing threats to freedom of navigation, and the risks they pose to global food security.

We coordinated on maintaining sanctions pressure on Russia, Ukraine’s preparations for winter, and our urgent defense needs. Grateful to all our partners for their continued support and practical assistance to Ukraine.

51 countries are united today in our support for Ukraine at the UN General Assembly.

Since March 2025, Ukraine has agreed to a full, immediate and unconditional ceasefire. We call on Russia to finally do the same.

Ukraine wants peace. We want peace. Russia must stop its aggression, accept a ceasefire, and engage meaningfully in negotiations towards a comprehensive, just and lasting peace in accordance with international law.

I met with the Prime Minister of the Netherlands, @MinPres Rob Jetten, at the UN. I briefed him on the latest talks with the American side and the de-escalation proposals currently on the table. Of course, Ukraine wants peace more than anyone else, and we are ready to act reciprocally and refrain from striking the aggressor’s energy and export infrastructure if Moscow shows the same willingness. But for now, instead of willingness, there are Russian ballistic missile and jet-powered drone strikes, so we are doing everything to protect our people. And the Netherlands’ support – military, energy, and financial – is truly helping strengthen our positions. I thank the Netherlands and Rob personally for always standing with Ukraine.

Prime Minister Anthony Albanese @AlboMP and I signed a bilateral security agreement between Ukraine and Australia, opening up even more opportunities to deepen our partnership. Today, Australia also announced a new $60 million defense contribution for energy, protective equipment, and humanitarian assistance. I thanked the Prime Minister for this important support and assured him that Ukraine, in return, is ready to share our experience and technologies. Naval drones, ground platforms, and AI-powered systems – all of these go far beyond purely combat applications and can significantly strengthen national security. We agreed that our teams will work on preparing a Drone Deal.

Australia has also introduced a new sanctions package targeting Russia’s accomplices and shadow fleet vessels. This is a very appropriate signal at a time when there are attempts in Europe to remove Putin’s oligarchs from sanctions lists. I thank the Prime Minister, the Government, and all of Australia for their unwavering support!
