The government should just say they want public service workers at the office because otherwise they can’t justify owning all these buildings—because this has nothing to do with meeting policy goals.

The solve is governments banning sick notes. But what I'm currently pointing to is a position where people who are low-wage earners find themselves in. It's hard to see how charging them nearly 2-3 hours of their labour is helpful to stopping sick notes or them recouping money.
why do family doctors continue charging for sick notes knowing that employers will never reimburse workers the $40 to $50? it puts low-wage workers in a no-win situation.
