Azerbaijan's Territorial Claims: A Military Threat to Armenia. As I had predicted, #Azerbaijan has presented territorial claims to Armenia after absorbing Nagorno Karabakh. This means that Azerbaijan is likely to provoke new #military clashes along the #Armenian-#Azerbaijani border, particularly in areas where it claims there are "Azerbaijani enclaves."
According to Azerbaijani media, during a recent telephone conversation with President of the European Council Charles Michel, Ilham #Aliyev "reminded him of 8 villages (3 enclaves), stressing that they are still under the occupation of #Armenia, and emphasized the importance of their liberation."
In the 1990s, Azerbaijan occupied most of the territories of four villages in #Tavush: 70% of the arable land of Berkaber village, 70% of the arable land of Paravakar village, the arable land of Aygehovit and Vazashen villages, as well as the Artsvashen enclave.
Following the mirror principle, Ilham Aliyev should provide a specific date for when #ArmenianArmy units will enter and establish control over the occupied territories of the four villages and #Bashkyand / #Artsvashen in Tavush.
When Aliyev uses the words "occupation" and "liberation" in the context of enclaves, he reveals his military plans against Armenia. It's not excluded that Azerbaijan will announce a new military operation against Armenia with the aim of "liberating the enclaves."
These villages were Azerbaijani-inhabited during the Soviet Union, but Azerbaijan has no legal grounds to consider them under its sovereignty. Azerbaijan has no legal grounds to prove during the work of the demarcation commission that the 8 villages (3 enclaves) were given to Azerbaijan by any legal decision of the Soviet Union. Rather, Azerbaijan will try to provoke military escalations.
If Azerbaijan leaves the issue of enclaves to the demarcation commission, it will not be able to present legal grounds. In other words, there's a possibility that Azerbaijan will carry out a military attack against Armenia in order to occupy the enclaves by force, after which it will agree to sign an agreement.
Azerbaijan will not agree to leave the issues of territorial clarifications to the demarcation commission. In May and November 2021, and in September 2022, Azerbaijan carried out military #attacks and occupied at least 150 square kilometers of sovereign Armenian territory. Azerbaijan should return to Armenia the Armenian enclave of Artsvashen, as well as the cultivable lands seized from the four border villages of #Tavush in the 1990s.
The area of the lands occupied by the Armenian Artsvashen enclave and the four Armenian villages of Tavush in the territory of Azerbaijan is almost equal to the area of the three enclaves claimed by Azerbaijan.
Ilham Aliyev should provide a specific date for when Armenian Army units will enter and establish control over the occupied territories of the 4 Armenian villages, and Bashkyand (Artsvashen) in Tavush. In the list of settlements of Soviet Armenia, which was published a year after the 1923 census, Artsvashen (Bashkyand) was a village with 4 thousand Armenian inhabitants.
Its area is almost the same as all Azerbaijani enclaves together. If Ilham Aliyev demands 8 Azerbaijani villages (actually 3 enclaves) from Armenia, he must first present clear legal grounds that they really belong to Azerbaijan. #Azerbaijanis lived there, but how is the territory considered Azerbaijan's?
I'm sure he won't be able to do that. But, even if he presents legal grounds, Azerbaijan must say a clear date when the Armenian army will enter the lands captured from the 4 villages, and Artsvashen / Bashkyand enclave and establish control.
There have been discussions about Azerbaijani enclaves since the 1920s. In 1925, there was a proposal to exchange the 7 Azerbaijani-inhabited villages of Tavush with Artsvashen. The decision was made to take the residents' opinions into account. The Muslims of Tavush preferred to stay in place, and the residents of Artsvashen didn't want their area to become a part of Soviet Azerbaijan.
On the same principle, the Muslim population of Sofulu, Barkhudarlu, and Verin Voskepar didn't want to enter the composition of Soviet Armenia or to have the population transferred. That's why the issue remained pending.
According to point 2 of the preliminary version of the statement written by Vladimir #Putin on November 9, 2020 "Armenia should have handed over to Azerbaijan the regions from the Ghazakh held by the Armenian side." However, the Armenian side objected to this, and it was removed from the original text of November 9.
In the 1990s, representatives of the Armenian authorities claim that a agreement was reached with Azerbaijan to exchange the enclaves. As a result, the Armenian Artsvashen enclave and the territories occupied by four villages of Tavush were exchanged with three Azerbaijani enclaves.
Artsvashen and the Armenian territories of the four villages of Tavush remained under the control of Azerbaijan, while the three enclaves claimed by Azerbaijan and not legally justified remained with Armenia. In fact, it was a wise decision, because the territories claimed by Armenia and Azerbaijan were of equal surface area, and no one lost territory.
Why is Aliyev raising this issue again now?
First, by raising the issue of enclaves that has already been resolved, Azerbaijan is trying to form a basis for a new military aggression against Armenia. In his conversation with Michel, Aliyev noted that #France's approach of providing arms to Armenia serves not peace, but a new conflict.
"And if a conflict starts again in the region, the culprit will be France" Aliyev said. In other words, Aliyev is placing the blame for the new #war that he is provoking on France, starting today.
Meanwhile, Azerbaijan is actively arming itself with weapons bought from Israel, Pakistan and Russia, which is its sovereign right. It's also the sovereign right of Armenia to buy weapons from India, France, and other countries. Armenia's ratification of the Rome Statute of the International Criminal Court is another guarantee to the international community that Armenia will not conduct wars of aggression or commit war crimes.
Why does Azerbaijan not ratify the Rome Statute? Because it's preparing a new military attack against Armenia. It should be clear to the international community which side is pursuing the goal of aggression. Aliyev needs constant aggressions against Armenia in order to maintain his power.
Second, Aliyev is trying to position himself before the #Brussels negotiations in order to trade with Armenia. It's not excluded that an agreement will be reached to reconfirm the exchange of enclaves made in the 1990s.
Two days before the meeting in Granada, on October 3, the head of the European Council, Charles Michel, said in his last conversation with the President of Azerbaijan, Ilham Aliyev, that Baku cannot have territorial claims against Armenia.
Michel also demanded to guarantee mutual recognition of each other's territorial integrity between Baku and Yerevan. If a decision is made to claim the enclaves from each other, Azerbaijan should return to Armenia not only the lands captured from Artsvashen and the four villages of Tavush, but also the 150 square kilometers occupied by Armenia in the last three years.
It would be wise to leave these questions to the #demarcation commission, to the decision of experts. European specialists should also take part in the demarcation in order to settle the controversial issues.
But since we are dealing with a bloody dictator in the person of the President of Azerbaijan, the probability of new military outbreaks on the Armenian-Azerbaijani border is high. The #USA, #EU, #Germany and #France have expressed their support for Armenia's territorial integrity and sovereignty at a high level.
They must undertake to force Azerbaijan to abandon a new war against Armenia. Border issues should be resolved in a professional committee, not in blood. One cannot always lose to a dictator like Aliyev and be discredited as international actors, as happened in the case of ethnic cleansing of #NagornoKarabakh.
Sofik, a mother of 5, has witnessed how #Azerbaijan bombed a group of Armenian children trying to hide. 3 of her children have been wounded. She doesn't know where her forth child is.

Azerbaijan's 🇦🇿 war on #NagornoKarabakh has led to thousands of people being separated from their families. Armenians are frantically searching for their loved ones on social media networks.
On Telegram, Azerbaijanis are circulating these photos and threatening to rape and murder the people in them.
