Dear Sir,

Under Article 81 of the Constitution of India, the allocation of seats in the House of the People has remained frozen based on the 1971 Census. This constitutional freeze is set to end after the first Census conducted post-2026.

Once the freeze is lifted, reapportionment becomes inevitable. Every South Indian state - without exception - stands to lose relative representation compared to the northern states. That is precisely the concern we have consistently raised, and the very imbalance the NDA sought to address through the Delimitation Bill and a proportionate increase in parliamentary seats for all states.

Surely, a distinguished legal mind such as yours is fully aware of this constitutional position. Which raises an important question: why did the Congress party oppose the Delimitation Bill in Parliament? Was it political posturing at the cost of South India’s long-term interests?

The Congress party must answer the simple questions: under Article 81, as it currently stands, what happens after the 2026 Census? Does the South not lose relative representation vis-à-vis the North? If that is indeed the case, why oppose a constitutional mechanism intended to prevent precisely that outcome?

“India cannot become a global textile powerhouse with artificially high raw material costs. Removing cotton import duty is about protecting the entire value chain — not hurting farmers.

📌 Facts:
• India’s textile industry supports over 4.5 crore jobs directly & indirectly.
• The sector contributes around 11% of India’s exports and nearly 2% of GDP.
• Tamil Nadu alone accounts for nearly 35–40% of India’s spinning capacity.
• Many mills are struggling because Indian cotton prices are often higher than global prices.
• Import duty increases raw material cost, making Indian yarn and garments less competitive against Bangladesh, Vietnam & China.
• Cotton imports are largely for quality and long-staple requirements that domestic supply cannot fully meet.
If mills shut down, lakhs of workers, MSMEs, exporters, transporters and allied sectors suffer. A balanced policy should support both farmers and industry — not burden one to protect inefficiency in the other.

✅ Governor CAN invite a party without majority
✅ Floor test is mandatory
✅ Majority is decided only inside the Assembly
❌ Raj Bhavan cannot permanently substitute legislative majority
That is why the Governor’s role becomes controversial whenever neutrality is questioned.
