The simplest explanation is that as people get to know the greyhounds, they trust the industry is doing right by them and the next one they get is a racing one.

One of the problems with racing today is that few people have any knowledge of the contracts which control how racing is run. This has happened as the Govt has moved away from a participant based model, where actual racing people sat on boards, drawn from club committees, where they learnt how to run the sport, to one where Govt appointees sit on boards and then select a CEO who has control over who is employed, and what those employees are paid.
Money and knowledge sit with the employees, not the actual owners of the sport, the race clubs.
The sport itself has little or no say in who manages it, no say in what people are paid, and no way to pass judgement on non-performers, or BAD actors. The employees have an incentive to act as a mutual protection society, and so do, safe in the fact that only they possess the knowledge on how things are run.
People would do well to study the placing of greyhound racing into administration after the ban. GRNSW was then chaired by Eve McGregor, the wife of HRNSW boss John Dumesy. V'Landys and Dumsey were said to be best man at each others weddings, with the friendship going back to when PVL was CEO of Harold Pk.
The odd thing was people who I knew on the board of GRNSW at that time, said they had no idea of the marriage.
Until you establish the links and employment history between people in the codes, TAB and SKY, it will all appear a mystery.

@GillonMcLachlan@GreyhoundRacing I agree this is the most likely outcome. This inquiry is based on very tenuous allegations that have been made in a way to avoid scrutiny or critical analysis. There's every chance this report will be as discredited as the absurd McHugh report.
