India’s Submarine Future Is Already Taking Shape in Mumbai: Why Naval Group’s Proven Scorpène Offers a Faster, Lower-Risk Path to Expanding India’s Underwater Warfare Capability

India’s submarine fleet is entering a critical phase. The Navy needs more conventional attack submarines, but the real choice is between building on an ecosystem India has already developed and taking on another long development cycle.

Naval Group’s Scorpène offers a powerful advantage: India already knows how to build it.

Under Project-75, Naval Group designed the submarine and transferred its technology to Mazagon Dock Shipbuilders, which built six Kalvari-class boats now operational with the Indian Navy. Indian crews know the platform, and an industrial base exists around its construction and maintenance.

Submarine programmes require specialised tooling, trained engineers, certified suppliers and testing infrastructure. A design new to India would need much of this rebuilt, with fresh investment and another learning curve.

Localisation is easy to promise and hard to deliver. Here, it has already been delivered: Naval Group developed Indian suppliers and qualified Indian partners to manufacture components across the Navy’s “float, move and fight” categories.

The bigger opportunity is the integration of Indian technology. Naval Group is working with DRDO’s Naval Materials Research Laboratory to integrate India’s indigenous fuel-cell Air Independent Propulsion system into the Kalvari class, turning a proven design into a carrier for Indian innovation.

The same logic extends beyond construction. Naval Group supports maintenance, spares, repairs and lifecycle services, training Indian engineers and bringing Indian firms into the ecosystem. These skills stay in India and grow with the fleet.

The platform also has room to grow. Six weapon tubes carry heavyweight torpedoes and SM39 Exocet anti-ship missiles, and the combat system can accommodate future weapons and sensors, backed by a country that builds its own submarine-launched missiles.

Behind it stands a partner that has stood by India. France chose engagement over sanctions after the 1998 nuclear tests, and Indian Mirage 2000s played a major role at Kargil in 1999.

For a Navy operating across the Indian Ocean, time matters. Every additional year spent stabilising a platform new to India is a year in which the underwater fleet remains under pressure.

The Scorpène may therefore represent more than another submarine order. It represents a chance to turn an established French-Indian programme into a deeper Indian submarine ecosystem.
